About this opportunity
The Texas Department of Criminal Justice (TDCJ) is requesting bids for debris removal services at the Montford Unit in Lubbock under Bid No. IW268669, with bids due October 30, 2026. Bidders must acknowledge receipt of both Bid Amendment No. 1 (issued October 16, 2026) and Amendment No. 2 in their submissions or risk rejection.
The scope requires removal and proper disposal of ten debris piles on the Montford Unit grounds consisting of mixed materials — metals, wood, concrete, and textiles. The contractor must furnish all labor, materials, tools, equipment, transportation, and supervision; develop and submit a detailed work plan prior to commencing operations; coordinate with TDCJ staff; obtain necessary permits; comply with applicable federal, state, and local environmental regulations and OSHA safety standards; segregate recyclable materials where feasible; dispose of all waste at approved facilities; provide disposal manifests and certificates; and restore the site upon completion. Performance is governed by the Statement of Work dated October 6, 2017 (signed by Gordon Brooks with Guard Force International, Inc.) and the Scope of Work document titled "Scope of work (003)," both available through the procurement portal.
All bids must be submitted electronically through the TDCJ Bonfire procurement portal at https://tdcj.bonfirehub.com prior to the October 30 deadline. TDCJ recommends allowing at least one business day for file uploads. Bidders are responsible for monitoring the electronic system for any additional amendments and for verifying successful document upload by logging back into their accounts. No amendments or corrections are permitted after the deadline; respondents may withdraw and resubmit until the deadline passes.
The procurement contact is Kimberly Elsmore at Kimberly.Elsmore@tdcj.texas.gov. Technical support for the Bonfire platform is available through Euna Solutions at support.bonfire@eunasolutions.com.
