About this opportunity
The California Department of Parks and Recreation, Sierra District, is requesting bids on fiber reinforced polymer composite materials for replacement of the Mono Lake ADA boardwalk trail under IFB S25683109, with bids due July 1, 2026 at 2:00 PM PT. Addendum 1, posted June 16, extended the original due date from June 30 to July 1; questions closed June 24, 2026.
The scope covers 740 lineal feet of 6-foot-wide (outside to outside) ADA-compliant boardwalk constructed from continuous ECR glass-fiber and vinyl-ester-resin FRP composite with non-woven polyester veil applied during manufacturing. Decking is 38mm mini-mesh with anti-slip surface, delivered in 4-foot by 6-foot by 1.5-inch thick panels. Bull rail edging must attach flush to the outside of decking. All FRP materials must be painted with two-part fluoropolymer coating such as Vitreflon or approved equal, in RAL 080-30-26 (Smoked Oak) color, to meet scenic corridor constraints and withstand high alkaline and UV exposure in the sensitive wetland environment. Stainless steel hardware and brackets must be provided in full to connect all boardwalk materials to concrete Diamond Pier foundations supplied by Parks. The structure is engineered for 100 psi live load with 20-foot spans between foundations. All products must be new, latest-model current production, with minimum five-year Original Equipment Manufacturer warranty.
Delivery must be completed within 90 calendar days after receipt of order. Cost worksheet includes three line items: pre-fabricated decking system kit (all-inclusive), freight delivery to Mono Lake, and sales tax at 7.25%. Award will be made on an "All or None" basis or by individual line item to the lowest responsive and responsible bidder, including applicable preference calculations. Socioeconomic preference programs for qualified small businesses and Disabled Veteran Business Enterprises apply, with a maximum combined preference cap of 15 percent or $100,000, whichever is less. Bids must be submitted electronically to sierra.contracts@parks.ca.gov with maximum 10-megabyte file size. Bidders must acknowledge Addendum 1 by providing initials and date with bid submission.
