About this opportunity
West Basin Municipal Water District is seeking a contractor to provide Monitoring Well Sampling Services for the West Coast Basin Barrier Project in Los Angeles County, California. The procurement involves quarterly sampling of eleven groundwater monitoring wells located across five cities including El Segundo, Redondo Beach, Torrance, Manhattan Beach, and Hermosa Beach. The primary objective is to monitor water quality for a hydraulic barrier system that prevents seawater intrusion into groundwater aquifers, in compliance with multiple regulatory frameworks including the Groundwater Replenishment Regulations for Subsurface Injection and California Recycled Water Policy. Proposals are due on October 21, 2025, at 2:00 pm, with a potential contract award in the week of November 19, 2025. The selected contractor will be responsible for well purging, gauging, sampling, traffic control, water hauling, and delivering approximately 70 sample bottles per well per quarter to the West Basin Water Quality Laboratory. Evaluation criteria will include proposal completeness, contractor qualifications, key personnel, technical approach, and compliance with insurance requirements.
The procurement offers additional evaluation points for Small Business Enterprises (SBE) and Local Business Enterprises (LBE), with up to six points available for such certifications. Insurance requirements are substantial, including $2,000,000 in Commercial General Liability, $2,000,000 in Business Automobile Liability, and $1,000,000 in Workers' Compensation. Contractors must possess valid business licenses for the cities where sampling occurs and be prepared to provide comprehensive decontamination procedures. While a specific contract value is not explicitly stated, the district will calculate the total contract amount based on proposed unit costs and include potential resample events. The contract is structured for a three-year period from December 2025 through November 2028, with quarterly sampling requirements and potential monthly sampling if water quality exceedances occur. Contractors will need to provide all necessary equipment including rental pumps, generators, and specialized tubing, and must be prepared to follow strict protocols for water sample collection, particularly for PFAS compound testing and volatile organic compound analyses.

Proposals are being accepted by West Basin Municipal Water District (West Basin), a Municipal Water District, for Monitoring Well Sampling Services. This work is in support of the West Coast Basin Barrier Project (WCBBP), which uses a hydraulic barrier to prevent seawater intrusion into groundwater aquifers. West Basin produces the advanced-treated recycled water that is blended with imported drinking water for use in this hydraulic barrier. This project is governed by several agencies and regulations including the Groundwater Replenishment Regulations for Subsurface Injection (GWRR), the California Recycled Water Policy, and the Los Angeles Regional Water Quality Control Board-issued permit (R4-2006-0069). Under these regulations, West Basin is required to monitor water quality at 11 groundwater wells at 8 different locations in the South Bay.
