About this file
The document is a Scope of Work for Monitoring Well Sampling Services issued by West Basin Municipal Water District (DISTRICT), involving sampling of eleven groundwater monitoring wells located in various cities including Torrance, Redondo Beach, and Manhattan Beach. The contract will run for three years from December 2025 through November 2028, with quarterly sampling required for wells owned by the DISTRICT and Los Angeles County Department of Public Works (LACDPW). The contractor will be responsible for purging and sampling wells, providing traffic control, water hauling services, and delivering samples to the West Basin Water Quality Laboratory, with potential for monthly sampling if water quality exceedances occur.
The proposal requires contractors to provide comprehensive per-well pricing that includes all equipment, personnel, and tools such as rental pumps, generators, and tubing. The DISTRICT will calculate the total contract amount based on proposed unit costs and include two potential resample events per quarter at the highest individual well cost. Contractors must have valid business licenses for the cities where sampling occurs, be prepared to provide decontamination procedures, and potentially offer certificate of insurance forms for Torrance and Redondo Beach. The sampling involves approximately 70 bottles per well per quarter, with special considerations for PFAS compound testing and strict protocols for equipment decontamination and water discharge.

Attachment A- Scope of Work
Monitoring Well Sampling Services Contract
The scope of work under this contract encompasses purging and sampling of groundwater monitoring wells and providing traffic control and water hauling services for a three-year contract beginning in December of 2025 and running through November of 2028.
GENERAL INFORMATION
Contractor will sample the West Coast Basin Barrier monitoring wells specified below as required by West Basin Municipal Water District’s (DISTRICT's) Regional Water Quality Control Board (RWQCB) permit (R4-2006-0069), and will deliver the filled sample bottles to DISTRICT's laboratory, the West Basin Water Quality Laboratory (WBWQL) located at the Edward C. Little Water Recycling Facility (ECLWRF) at address in El Segundo.
Every effort should be made to deliver the filled bottles to the lab by 1:00 PM. If the contractor has been delayed or has run into problems and does not expect to make it back before 1:30 PM, the WBWQL should be called by 12:00 PM to provide notice and updated time of arrival.
The monitoring wells to be sampled by the contractor include the following eleven (11) wells:
• WB-1 at the 380-ft. depth (regularly sampled quarterly; well owned by DISTRICT; lane closure required)
• WB-1 at the 490-ft. depth (regularly sampled quarterly; well owned by DISTRICT; lane closure required)
• WB-1 at the 640-ft. depth) (regularly sampled quarterly; well owned by DISTRICT; lane closure required)
• 9B, 14B, 17B, 17C, 690A, 703G, 735A, and 1318N (regularly sampled quarterly; wells owned by Los Angeles County Department of Public Works (LACDPW).
Additional information can be found in Attachment B- Well Information.
If an exceedance occurs, sampling frequency may be increased to monthly per requirements in the RWQCB permit.
In order to coordinate with LACDPW barrier maintenance activities, DISTRICT will coordinate with the contractor to produce a mutually agreeable schedule, and the DISTRICT will notify LACDPW of each quarter's sampling schedule for all LACDPW-owned wells. LACDPW will provide access to each of the wells to the contractor for each sampling episode if access is within LACDPW jurisdiction. Lack of access due to street sweeping or vehicles parked over a wellhead are outside of LACDPW's authority.

SCHEDULE
Quarterly sampling must be scheduled for the first month of each quarter (January, April, July, and October). By the end of the second month of the quarter, the DISTRICT will reach out to schedule the upcoming quarter’s sampling. The DISTRICT may also solicit resampling events within the same quarter in order to confirm an exceedance of a limit, comply with increased monitoring frequencies, or meet a hold time or other quality control requirements that a parameter has failed. Monthly sampling may be required for a temporary period for any monitoring wells listed due to water quality issues.
SAMPLING
The contractor will use standard well sampling and equipment decontamination techniques as referenced in Attachment D- Well Sampling SOP and any additional State Water Board Sampling Guidance documents provided by the DISTRICT. The rate of flow used by the contractor will not exceed 5 gallons per minute (gpm) for standard purges.
Decontamination is required between sampling sites to prevent cross contamination. The DISTRICT may request documentation about decontamination and other practices used to ensure the limit of any sample contamination.
The DISTRICT's laboratory will provide the sample bottles, coolers, blue ice, labels, and chain of custody forms for pickup by contractor prior to sampling. Wet ice may be required for analyses if contamination from blue ice is suspected (e.g., Per- and Polyfluoroalkyl Substances [PFAS] compounds). Samples needing wet ice will be isolated in a separate cooler for transport before and after sampling and must be properly sealed in bags to prevent contamination.
Equipment such as pumps and tubing must be certified as PFAS-free unless there are no alternative options available.
Approximately 70 bottles are to be filled at each well per quarter, however this count is subject to change based on new sampling regulations and requirements.
Each quarter, a single quality control well will be selected (January, April, July, and October).
The designated quality control well will require duplicate sample and matrix spike and matrix spike duplicate samples. The total number of bottles for the quality control well (including both the regular and the duplicate samples) is 120 to 140.
Most sample bottles contain a preservative. For some methods, special preservatives need to be added to certain bottles in the field. WBWQL will provide the preservatives and instruction in field preservation. Metals bottles require filtration in the field as well.
The DISTRICT is responsible for scheduling the sampling of LACDPW-owned monitoring wells, but the contractor is responsible for contacting LACDPW regarding telemetry signals.
Prior to purging wells 703G and 690A (and any other wells that may have telemetry signals in the future), the contractor must contact LACDPW. After purging and sampling has been completed, the contractor must contact LACDPW again to ensure the well’s telemetry signal is functioning.

Contractor will be responsible for permit compliance carried out in the field including, but not limited to:
• Confirmation of wellhead access on day/time of sampling;
• Discharge of purge water to vegetated areas near wells 17B, 17C, 690A and 703G where feasible; and discharge of 1318N purge water to the clean-out at the LACDPW field yard. Purge water must not be discharged to storm drains;
• Ensuring purge water from wells WB-1 at all depths, 9B, 14B, and 735A is diverted to a water truck at the well site and overseeing discharge of purge water from water truck to equalization basin at the ECLWRF;
• Conduct and record all required field measurements with Contractor-provided field log (If Contractor does not have a log, the DISTRICT will provide one); and
• Appropriate and thorough record keeping of each day's sampling activities. All field logs, notes, etc. will be submitted to DISTRICT in a timely manner.
Contractor will provide a portable submersible pump with approximately 200 ft. of hose and power line mounted on a reel. Contractor will provide all other equipment needed for sampling (pump controller, generator with fuel, groundwater level indicator, field analytical instruments, hand tools, consumables such as gloves, deionized water, etc.).
SPECIAL SAMPLING PRACTICES- Low flow sampling is currently only feasible at WB-1 at the 380-ft. depth. The contractor must follow standard protocols. Simultaneous purging of nested wells may also be used provided all sampling guidelines are followed.
TRAFFIC CONTROL
Traffic control requiring full lane closure must be provided and coordinated by contractor or its subcontractor in accordance with the Cities of Torrance and Redondo Beach for WB-1 wells.
If provided by a subcontractor, the quarterly billing statements must include this charge.
Requirements for lane closures are per the Manual on Uniform Traffic Control Devices (MUTCD). Equipment must include an arrow board, cones, and signage. All traffic control permits are the DISTRICT’S responsibility to procure and maintain. Copies of the permits will be provided to the contractor, and all traffic control specifications included must be adhered to by the contractor. All safety precautions and other requirements specified in permits and SOPs must be followed.
WATER HAULING
Purge water discharges will use the following methods:
• Convey to surrounding vegetation at the well sites: 17B, 17C, 690A, 703G. This must be done safely with care taken to disperse water evenly and avoid erosion.
• Convey to the cleanout at the Los Angeles County Department of Public Works (LACDPW) field yard: 1318N.
• Convey using water buffalos or appropriately sized trucks to the equalization basin ECLWRF in El Segundo, due to lack of nearby vegetation at these well locations: 9B, Scope of Work Page 4 of 5
14B, 735A, and WB-1 at all three depths (380 ft. depth, 490 ft. depth, and 640 ft. depth).
The water hauling services must be provided by the contractor or its subcontractor. If provided by a subcontractor, the quarterly billing statements must include this charge.
PERMITTING
DISTRICT will be responsible for securing all necessary permits required for the sampling activities provided for in this Agreement. DISTRICT will provide copies to Contractor of all necessary permits to conduct activities. Contractor will maintain copies of these permits at each location during well purging and sampling activities and be responsible to comply with permit conditions. Permits include:
• LACFCD monitoring well access permit;
