About this file
Attachment C is a cost breakdown template from the West Basin Municipal Water District (West Basin) for Monitoring Well Sampling Services related to the West Coast Basin Barrier Project. The document outlines a comprehensive sampling service for 11 groundwater wells at 8 different locations in the South Bay, requiring detailed cost estimation for purging, gauging, sampling, traffic control, scheduling, administrative tasks, equipment fees, and transportation. The project supports a hydraulic barrier to prevent seawater intrusion into groundwater aquifers, with advanced-treated recycled water blended with imported drinking water.
The cost breakdown template provides a structured approach for respondents to estimate total costs per well, with specific instructions that only the Total Cost column will be evaluated during the proposal assessment. The template includes optional columns to assist in cost estimation, and the district notes that the total contract amount may incorporate proposed unit costs plus two resample events per quarter based on the highest individual well cost. The project is governed by multiple regulatory frameworks, including the Groundwater Replenishment Regulations for Subsurface Injection, California Recycled Water Policy, and a Los Angeles Regional Water Quality Control Board permit, emphasizing the technical and environmental complexity of the monitoring services being solicited.

| Directions: Use the template below to provide a total cost per well. You may use Optional columns A-F if desired, but only the Total Cost will be evaluated. |
Use the Well Information Sheet (Attachment 2) to base your costs on. Include any and all equipment, personnel, and tools required. This includes rental pumps, generators, and tubing. The DISTRICT does not provide any pumps or tubing beyond what is stated in the Well Information Sheet.
Please note that the DISTRICT will use the proposed costs to calculate a total contract amount. The total contract amount may include the proposed unit costs in addition to two resample events per quarter based on the highest individual well cost.
