About this opportunity
The Illinois Secretary of State (ILSOS) is soliciting competitive bids for money order services to be provided at 10-12 DMV facilities across the state. The primary objective is to enhance customer convenience by eliminating the need for customers to leave the DMV facility to obtain money orders from external vendors when paying Illinois Department of Revenue taxes. The vendor must provide 15-17 money order machines (10-12 facilities receiving one machine each and 4-5 larger facilities receiving two machines), along with printing equipment, proprietary software, reporting tools, user support, staff training materials, and marketing materials. All equipment and software must operate independently from ILSOS agency computers, and the vendor is responsible for delivering monthly invoices, software updates, security patches, and 24-hour technical support throughout the contract period. The contract term extends from execution through June 30, 2029, with optional renewal periods extending up to ten years total. Award will be made to the responsive and responsible bidder offering the lowest per-transaction fee, with pricing submitted on a per-transaction basis as the sole evaluation criterion. The Request for Quote document was posted on March 24, 2026, with proposals due on April 3, 2026.
The procurement contains no set-asides for disadvantaged enterprises or restrictions limiting eligible bidder categories; any qualified vendor licensed to sell money orders may respond. No incumbent vendor has been identified in this solicitation. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with ILSOS named as an additional insured. Since ILSOS will not charge customers fees for the money order service, this is characterized as a non-revenue-generating initiative, and the vendor's sole compensation derives from per-transaction fees earned on money orders sold. Invoices must be submitted monthly to the Secretary of State Accounting Revenue office in Springfield by July 31 of each fiscal year. All services must be performed in the United States unless otherwise disclosed, and the awarded vendor will be designated as a licensed agent authorized to sell money orders on behalf of the primary vendor.
