About this opportunity

Buffalo Public Schools (BPS) is soliciting proposals from qualified firms to provide comprehensive mold remediation services across approximately 70 district schools and facilities located in Erie County, New York. The procured services include removal of mold and mold-contaminated surfaces through selective demolition, cleaning, and treatment procedures, with remediation scope and specifications determined by certified Mold Assessor plans for each individual project. Respondents must meet stringent qualifications including five years of certifiable mold remediation experience, a valid New York State Department of Labor Mold Remediation Contractor License, and ensure all employees maintain Mold Abatement worker licenses. The selected firm must be completely independent of all mold assessors, maintain 24/7 emergency availability with one-hour response time to initial requests and two-hour on-site capability, and perform the majority of work Monday through Friday after 4:00 PM and on weekends when buildings are unoccupied. Proposals will be evaluated on a 100-point scale incorporating cost (30 points), qualifications and experience (25 points), certifications and licenses (20 points), project approach and schedule (15 points), and compliance (10 points), with a minimum required non-cost score of 42 points out of 70. The question period runs from March 13, 2026 at 8:00 AM EDT through March 23, 2026 at 8:00 AM EDT, with answers posted by March 27, 2026, and proposals due by April 17, 2026 at 4:00 PM EDT through the Bonfire portal. The tentative award date is May 20, 2026, with an initial contract term from July 1, 2026 through June 30, 2027, plus five potential one-year extensions extending to June 30, 2032.

Respondents must comply with New York State prevailing wage requirements under Labor Law Section 220, and subcontractors are not permitted under this solicitation. The RFP emphasizes opportunities for Minority and Women-Owned Business Enterprises (MWBEs) in accordance with Buffalo Public Schools Policy 5414, requiring respondents to submit detailed MWBE Utilization Plans identifying any certified subcontractors and percentage of contract value. All responding firms must complete Equal Employment Opportunity Employer Information Reports documenting workforce demographics and provide evidence of compliance with all applicable state and federal regulations, including workers' compensation and liability insurance with minimum bodily injury coverage of $500,000 per person and $1,000,000 per accident. The prior awardee was Stohl Remediation under a three-year contract with a current year award of $60,000; however, no minimum or maximum work amount is guaranteed under the new contract, and award will not necessarily go to the lowest cost proposer. Pricing must be submitted FOB destination to all Buffalo Public Schools locations within the City of Buffalo, with required fee schedules including hourly rates for supervisor and technician labor, surcharges for emergency work, antimicrobial application rates, and equipment rental fees for negative air machines and dehumidifiers.
