About this opportunity
The Missouri Department of Transportation is soliciting bids for statewide sodium chloride replenishment (regular and treated salt) under IFB 0000000378SL, with bids due September 28, 2026 at 2:00 p.m. Central Time and bid opening at 8:00 a.m. that same day. MoDOT encourages 10% minority business enterprise (MBE) and 5% women business enterprise (WBE) participation and also encourages Service-Disabled Veteran Business (SDVE) participation. A 10% domestic-products preference applies to bidders providing American-manufactured or treaty-compliant products under Missouri's Domestic Products Procurement Act.
The contract runs from Notice of Contract Award through April 30, 2027. Bidders must deliver salt to multiple MoDOT facilities across six operational districts (Central, Kansas City, Northeast, Northwest, Southeast, St. Louis, and Southwest) within fifteen calendar days of order receipt, Monday through Friday during normal business hours unless prior arrangements are made. Regular salt must meet MGS9205G specifications (purity, particle size, anti-caking agent, moisture requirements). Treated salt must meet MGS1801B specifications, combining sodium chloride with Clear Roads-qualified corrosion inhibitor liquid magnesium chloride at specified application rates, including agricultural processing residues. Sampling occurs minimum once per 500 tons, with price deductions or rejection for failures.
Pricing is evaluated on a price-only basis submitted via Excel spreadsheet. Award structure separates per-county awards for Central and St. Louis Districts and per-location awards for the other five districts, with contracts awarded to the lowest responsive bidder meeting specifications. Delivery quantities vary significantly by location, ranging from zero to 2,500 tons per facility. A fuel adjustment mechanism based on Ultra Low Sulfur Diesel pricing applies, with a starting fuel index of $5.946 per gallon (September 2026); for every $0.10 per gallon fuel-price change, salt price adjusts by $0.10 per ton. Bidders may decline the fuel adjustment provision.
Bid guarantee is 5% (bid bond, certified check, cashier's check, or bank money order). Successful bidder must provide a 100% performance and payment bond or equivalent. Payment terms are Net 45 with FOB destination, shipping prepaid. Liquidated damages of 1% per ton apply to late delivery, up to 30% of contract price. Vendors must certify compliance with Missouri's Anti-Discrimination Against Israel Act and provide proof of domestic manufacture origin where applicable. Hard-copy bids require advance notification to buyer Nanci Grannemann at Nanci.Grannemann@modot.mo.gov at least five business days before closing.
