About this file
This fuel adjustment document pertains to MoDOT's Statewide Sodium Chloride Replenishment contract in Missouri, outlining the price adjustment mechanism for salt deliveries based on fuel costs. The contract period runs from Notice of Contract Award through April 30, 2027. Bids are submitted electronically through MissouriBUYS, by mail, UPS, or FEDEX, with prospective bidders required to notify the buyer of record, Nanci.Grannemann@modot.mo.gov, at least five business days prior to bid closing if submitting a hard copy bid.
The fuel price adjustment is calculated based on the price of Ultra Low Sulfur Diesel (ULSD) as reported by the U.S. Energy Information Administration. The Starting Fuel Index for the contract is established at $5.946 per gallon based on September 2026 pricing. Beginning the first Monday of each month, MoDOT posts the current Fuel Price Index on its website at www.modot.org/bid-opening-info, which applies to all salt deliveries during that month regardless of actual fuel type used. For every $0.10 per gallon change in fuel prices, the salt price adjusts by $0.10 per ton in corresponding increments. Bidders may agree to this adjustment mechanism, and fuel price adjustments must be shown as separate line items on invoices. The Fuel Price Index is publicly accessible on MoDOT's website for transparency and reference throughout the contract term.

Price Adjustment for Fuel
A price adjustment for fuel, if agreed upon by the bidder, will be made based upon the price of Ultra Low Sulfur Diesel (ULSD) as reported by EIA – U.S. Energy Information Administration. The first day of the month (excluding Saturdays, Sundays, and holidays) in which the salt bids are advertised will be used to establish the “Starting Fuel Index” for the duration of the contract. The Starting Fuel Index for this contract is the price posted for September 2026, which is $5.946 per gallon.
On the first Monday of each month, MoDOT will post the “Fuel Price Index” of ULSD as reported by EIA – U.S. Energy Information Administration, which will apply to all payment invoices for salt delivered during that month regardless of the type of fuel used. If the price of fuel increases or decreases $0.10 per gallon, the price of salt will increase or decrease $0.10 per ton accordingly. Adjustments will be made in $0.10 increments.
The “Fuel Price Index” can be found on MoDOT’s website, www.modot.org/bid-opening-info, under the following link: https://www.modot.org/fuel-price-index.
Fuel price adjustments must be shown as a separate line item on each invoice.
