About this opportunity
The Georgia World Congress Center Authority (GWCCA) is issuing a Request for Proposals (RFP) for a fully operational Mobile Sensory Unit to support neurodivergent individuals, guests with Post-Traumatic Stress Disorder (PTSD), anxiety disorders, and individuals with sensory sensitivities during the 2026 FIFA World Cup and associated Fan Festival activations at Centennial Olympic Park in Atlanta, Georgia. The procured Mobile Sensory Unit must include a safe, calming decompression space featuring climate control, acoustic dampening, adjustable lighting, and comprehensive sensory equipment such as noise-canceling headphones, weighted blankets, fidget tools, and visual calming elements, with full ADA accessibility. The vendor must supply all staffing with qualifications in neurodivergence awareness, trauma-informed care certification, and de-escalation training to operate the unit throughout the twenty-one-day Fan Festival activation period plus additional tournament operations and ancillary events as directed by GWCCA. Proposals will be evaluated on technical merit (70% weight), including vendor experience with mobile sensory units for large-scale events, quality and safety of unit design, staffing and operations plans, and reliability and logistics capabilities, with cost comprising 30% of the evaluation criteria. Written questions must be submitted by February 23, 2026, at 10:00 AM Eastern Standard Time, with answers posted on February 25, 2026, and sealed proposals are due March 2, 2026, at 10:00 AM, submitted to the GWCCA Purchasing Department with one flash drive, one original, and two hardcopies. Vendors must demonstrate five years of consecutive experience in related services, provide a minimum of three qualification references, maintain current insurance with limits of $1,000,000 per person for bodily injury and $3,000,000 per accident for public liability, and comply with Georgia workers' compensation requirements, along with notarized certification, E-Verify authorization affidavits, and non-discrimination agreements.
The RFP encourages participation from small businesses, female-owned businesses, and minority-owned businesses, with Georgia-resident proposers receiving reciprocal preference and preference given to firms headquartered or operating within Georgia. No incumbent vendors or current contractors are identified in the procurement materials, and no existing infrastructure or technology requiring integration has been specified. The GWCCA reserves the right to make a single award or split awards among multiple vendors and will evaluate proposals for 120 days following the submission deadline, with potential oral presentations and requests for best and final offers from finalists. A strict communication restriction is in effect prohibiting any contact with GWCCA staff or officials regarding the solicitation except through designated Issuing Officer Erle Coleman at ecoleman@gwcc.com or (404) 223-4244, with violations subject to submittal rejection.
