About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is issuing an Invitation to Bid (ITB) for mobile home replacement services at the Aucilla Wildlife Management Area located at 22035 Gamble Road, Monticello, Florida in Leon County. The procurement seeks competitive pricing for the removal of an existing mobile home and replacement with a new approximately 1,000 square foot mobile home, including air conditioning and heat pump installation, connection to existing electrical systems, plumbing integration with an existing well and septic system. Bidders must be licensed by the Florida Department of Highway Safety and Motor Vehicles to install mobile homes or registered as a qualified construction business organization under Florida Statute 489.119(2), and must demonstrate minimum liquid assets equal to at least 5% of the base bid. A mandatory pre-bid conference and site visit is scheduled for February 11, 2026 at 11:00 AM ET, with attendance required for bid responsiveness. Written questions must be submitted by February 17, 2026 at 5:00 PM ET, with responses anticipated by February 20, 2026. Sealed bids are due by February 26, 2026 at 3:00 PM ET (Note: Addendum 1 revised the bid opening date to February 27, 2026 at 3:00 PM ET), and the anticipated award date is March 3, 2026. Bidders must be pre-registered in MyFloridaMarketPlace and with SunBiz, and must submit a Confidentiality Exemption Form to obtain construction plans. The contract includes a 60-calendar-day permitting period from Notice to Proceed with Permitting and a 70-calendar-day Substantial Completion deadline from Notice to Proceed with Construction, with liquidated damages of $100 per day for delays beyond Substantial Completion, and requires comprehensive insurance coverage including Workers' Compensation ($100,000/$500,000), Commercial General Liability ($1,000,000/$2,000,000), and Commercial Automobile Liability ($1,000,000 combined single limit).
The FWC encourages diversity in procurement and requests that subcontracting opportunities reflect the state's diverse population, with priority consideration given to minority, women, and veteran-owned business enterprises. Bidders with contract amounts of $200,000 or more must establish or maintain an active office within 300 road miles of the project site, and those with amounts of $500,000 or more must perform at least 15% of construction work with their own employees and provide proof of successful completion of two similar projects within the prior three years. For contracts exceeding $100,000, bidders must submit a 5% bid guarantee, detailed subcontractor lists with minimum three project references, and complete the Experience Questionnaire. Performance and Labor and Material Payment Bonds at 100% of contract value are required for contracts exceeding $100,000. Progress payments are made up to 95% of earned amounts with 5% retainage, payable within forty calendar days of invoice receipt, and the contract term extends twelve months from the date of Substantial Completion for warranty coverage. The estimated project budget is $105,000, with contract funding subject to annual legislative approval.
