About this file

This is an Addendum No. 2 (Questions & Answers document) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-71C, "Mobile Home Replacement - Aucilla Wildlife Management Area." The addendum addresses bidder inquiries regarding licensing requirements for mobile home installation services at the Aucilla Wildlife Management Area in Leon County. The revised sealed bid submission deadline is 3:00 PM ET on Friday, February 27, 2026. The project involves removal of an existing mobile home and replacement with a new approximately 1,000 square foot unit, including air conditioning and heat pump installation, with connections to existing electrical systems, plumbing, well, and septic systems. A mandatory pre-bid conference and site visit was conducted on February 11, 2026. The anticipated award date is March 3, 2026, with a contract term extending twelve months from the date of Substantial Completion for warranty coverage.

The addendum clarifies that bidders must be licensed by the Florida Department of Highway Safety and Motor Vehicles to install mobile homes in Florida, and this requirement cannot be satisfied through subcontractor licensing alone. The estimated project budget is $105,000, with contract funding subject to annual legislative approval. Bidders must submit a 5% bid guarantee and demonstrate minimum liquid assets equal to at least 5% of the base bid. Performance and Labor and Material Payment Bonds at 100% of contract value are required. Progress payments are made up to 95% of earned amounts with 5% retainage, payable within forty calendar days of invoice receipt. The project includes a 60-calendar-day permitting period from Notice to Proceed with Permitting and a 70-calendar-day Substantial Completion deadline from Notice to Proceed with Construction, with liquidated damages of $100 per day for delays. Comprehensive insurance coverage is required, including Workers' Compensation ($100,000/$500,000), Commercial General Liability ($1,000,000/$2,000,000), and Commercial Automobile Liability ($1,000,000 combined single limit).

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

I wanted to get some clarification on some of the requirements for the bid and was hoping you may be able to help me.

I noticed it says you must be licensed in the State of Florida, we are not but all our subcontractors will be. We do sell and deliver mobile homes to Florida all the time, so we are aware of the permitting process, etc. that is required in each county, we have also worked with Calhoun and Jackson Counties on the Hurricane Replacement program.

ANSWER #1

Per the Supplementary Terms and Conditions bids will be accepted from an installer who is licensed by the Florida Department of Highway Safety and Motor Vehicles to install mobile homes in Florida.
