About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is requesting proposals for one new Mobile Emergency Response Trailer under RFP 605 2700000071, with proposals due October 6, 2026 at 1:30 p.m. Eastern Time and written questions due September 22, 2026.
The unit must be FEMA Type 3 or greater configuration with tandem-axle gooseneck trailer design, approximately 32–35 feet in length. Required features include three dedicated workstations, a conference area with slide-out, dual wall-mounted monitors, network infrastructure, two 15,000 BTU HVAC units, an 8.0-kilowatt diesel generator, battery system, 55-inch smartboard, and televisions. The trailer will replace KYTC's current Mobile Operations Command Center, which has exceeded its intended lifespan and is used for incident response, emergency management, and temporary office space when permanent facilities are damaged.
Pricing evaluation carries a maximum of 350 points; technical proposals are valued at 650 points; optional oral presentations or demonstrations are worth up to 250 points for a total possible 1,250 points. All pricing must be submitted separately from technical proposals and quoted F.O.B. Destination Freight Prepaid, excluding federal excise tax and Kentucky sales or use tax.
The contract includes milestone-based progressive payments: 10 percent upon final design approval, 20 percent upon pre-build documentation, 30 percent upon pre-delivery inspection, and 40 percent upon final delivery. KYTC will conduct pre-delivery inspection and testing at the contractor's build site. A firm delivery deadline is June 15, 2027, with liquidated damages of one percent per day for late delivery unless delays result from factors outside the contractor's control. A performance and payment bond in the full contract amount is required within ten calendar days of award notification. The Commonwealth anticipates announcing the award on November 1, 2026. Contractors must maintain Commercial General Liability Insurance with minimum limits of one million dollars per occurrence and two million dollars aggregate, plus Automobile Liability Insurance with one million dollars per occurrence combined single limit if applicable for delivery.
