About this opportunity

The Savannah-Chatham County Board of Public Education is requesting proposals for a mobile command vehicle for campus police under RFP 24-01, with proposals due July 20, 2023 at 11:00 a.m. ET. Addendum #2 extended the closing date; bidders must acknowledge receipt of both Addendum #1 and Addendum #2 on the Proposal Certification Form or risk non-responsive status.

The vehicle is a custom-built 22-foot walk-in van with a 23,000-pound GVWR, featuring a V8-308 6.0L engine with 308 horsepower and a forward-control gas chassis. The scope includes a work area with multiple workstations, a separate conference area, exterior awning, and exterior screen/workstation, but does not require an on-board bathroom. Interior finishes include specified wall coverings, flooring, and ceiling treatments; galley equipment (microwave, Keurig, refrigerator); three television displays (one 32-inch and two 50-inch QLED units); dual rooftop air conditioning; a 15-kilowatt liquid-cooled gasoline generator; Whelen siren and lighting systems; eight RJ-45 Cat6 network jacks; and pre-wired antenna raceway for customer-installed communications radios. A heavy-duty non-locking telescoping pneumatic mast (26 feet 2 inches extended, 6 feet 1 inch nested, 265-pound top load) with AXIS Q6155-E PTZ dome network camera, AXIS T8705 video decoder, and SD memory card recording capability is included. The vehicle is designed for narrow streets and lower overhead clearance typical of Savannah. While a Step Van configuration (Freightliner MT55 chassis with Morgan Olsen or Utilimaster housing) was originally specified, alternative platforms will be considered if the final vehicle maintains the narrow-truck design and clearance profile. Manufacturer warranty of not less than one year or 12,000 miles, whichever is first, and four hours of training on generator, HVAC, electrical, and audio/video systems are required.

The contract term is one year from execution, with District option to extend for two additional one-year periods by mutual written agreement. Payment terms, including deposits and progress payments, are negotiable with the awarded vendor. The District requires $1 million Commercial General Liability per occurrence / $2 million aggregate, $1 million Commercial Automobile Liability combined single limit, statutory Workers' Compensation, $1 million Umbrella Insurance per claim and aggregate, and $1 million Professional Malpractice Liability per claim / $3 million aggregate, with the District named additional insured on all except workers' compensation and professional liability. Invoice payment is due within forty days. The District reserves the right to terminate for convenience with fourteen days' notice or for cause immediately, and all pricing must remain firm during the initial term and extensions except as expressly set forth in the bid.
