About this file
This is Addendum #1 to RFP 24-01 issued by the Savannah-Chatham County Public School System Purchasing Department for a Mobile Command Vehicle for Campus Police. The original RFP was posted on June 4, 2023, with this addendum posted on June 26, 2023. The RFP closing date was initially July 13, 2023 at 11:00 AM (ET), though a subsequent addendum extended this to July 20, 2023. The District is soliciting a mobile command vehicle designed as a narrow truck with lower overhead clearance suitable for Savannah's narrow streets and overhead restrictions. The vehicle should include a work area with multiple workstations, a separate conference area, exterior awning, and an exterior screen/workstation, but does not require an on-board bathroom.
The addendum addresses four key questions from potential bidders regarding specifications and terms. The District clarified that while a Step Van configuration (such as a Freightliner MT55 chassis with Morgan Olsen or Utilimaster housing) was originally specified, alternative product platforms will be considered provided the final vehicle maintains the narrow truck design with lower overhead clearance. This accommodation was made to address lead time concerns associated with Step Van procurement, which can exceed 12 months. The District confirmed it does not have a final floor plan drawing to provide and that payment terms, including deposits, progress payments, and cash on delivery upon completion, can be negotiated with the awarded vendor. All other original terms and conditions of the RFP remain unchanged.

Addendum No. 1 is being issued to respond to the following questions submitted.
Question: Response:
1. Our firm wishes to bid this vehicle to SCCPSS but wish to assure you recognize the long leadtime associated with obtaining a Step Van and chassis. We are facing at least a 12 month leadtime to obtain a Freightliner MT55 chassis with either a Morgen Olsen or Utilimaster Housing. There might be some dealer somewhere that has one of these on the lot available for sale, but those will be few and far between.
As an alternative, we could purchase a Freightliner M2-106 chassis, and custom build the housing that will go onto that chassis. This doesn’t greatly effect net price, but reduces leadtime considerably.
Of course, the result is not a Step Van, which is the configuration requested.
Does SCCPSS accept the wait time to obtain a Step Van, or would you accept a custom built housing instead?
The reason for the step van design is largely due to the narrow streets and overhead clearance required of Savannah streets. The District will consider alternative designs so long as the final results is a narrow truck with lower overhead clearance.

Question: Response:
2. Alternative product platform: Will you accept a bid response which offers an alternative platform other than the step van specified which will perform equal to or better than the specification?
The specification is based on a step van platform similar to a bread truck which some qualified manufacturers may not offer. An alternative, for example, a cab and chassis with custom body or a custom commercial coach would offer options similar or better functions and operation capabilities.
Alternative product platforms will be considered as long as the final results is a narrow truck with lower overhead clearance.
3. Floorplan: Do you have a floor plan drawing as a reference to provide a detailed bid response?
We do not have a floorplan/drawing identified.
The vehicle should have a work area with multiple workstations and a separate conference area. We are not seeking the final truck to have an on-board bathroom. Exterior of the vehicle should have an awning and an exterior screen/workstation built into the vehicle.
4. Payment Terms: There are very qualified and experienced manufacturers who are small businesses. Will you accept payment terms including a deposit, progress payments and COD when completed?
Payment terms can be negotiated with the awarded vendor.
***ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED***
