About this opportunity
The Maryland Department of Commerce is soliciting bids for the filming and production of inspirational videos about Maryland's five scenic byways for promotional and commercial use, with bids due November 14, 2025 at 12:00 p.m. and questions due by October 24, 2025 at 12:00 p.m. No pre-bid conference or site visit is scheduled. This is a firm fixed-price contract with no DBE, MBE, or VSBE participation goals established. Living wage requirements (Tier 2) apply; bidders must complete and submit the Maryland Living Wage Requirements Affidavit of Agreement with their proposals.
The scope includes three to four video shoots spanning five to seven filming days each, scheduled between spring and fall 2026, producing short-form videos (15–60 seconds) and long-form videos (under 3 minutes) for each of five scenic byways in three aspect ratios (9×16, 16×9, and square). Final deliverables are due within 60 days of each shoot's completion. Deliverables include color-graded B-roll footage, final edited content in MP4 and MOV formats, and all music licenses must include full perpetual rights for all platforms with talent and music fully bought out. The State retains full ownership of all footage; contractors may retain non-exclusive portfolio rights with written approval. Contractors must obtain all permitting and location scouting, comply with FAA and FHWA restrictions, and provide commercial general liability insurance of $1 million per occurrence and errors and omissions insurance of $1 million per claim, with the State listed as an additional insured.
Bidders must demonstrate a minimum of three years of experience in videography and editing services with strong visual storytelling capabilities, supported by reference checks. The contract duration is six months with no renewal option periods. The approximate budget is $190,000, of which 80 percent is federally reimbursable through the U.S. Department of Transportation Federal Highway Administration and 20 percent is general funds. Invoicing is deliverable-based, processed upon acceptance within 30 days of proper invoice receipt, with payment via electronic funds transfer.
