About this opportunity
The Dallas Area Rapid Transit Authority (DART) is soliciting sealed bids for miscellaneous cooling parts used on DART's NABI Compressed Natural Gas (CNG) bus fleet through Invitation for Bid No. B-2086343. The procurement encompasses 17 line items of cooling system components including pressure relief valves, surge tank assemblies, various hoses, pumps, radiator components, brackets, clamps, and cable tie mounts from manufacturers such as McGregor, NABI, Thermopol, and Ametek, with estimated quantities ranging from 5 to 240 units per item. Bidders must submit electronically through the DART Bonfire supplier portal by February 19, 2026, at 2:00 PM local Dallas time, with public bid opening immediately following the submission deadline. All supplies must meet original equipment manufacturer specifications with a minimum three-year transit field experience under comparable temperature conditions (-15 to 115 degrees Fahrenheit), and contractors must provide product samples at no cost to DART within five business days of request for testing and evaluation. The contract term is one year from award date with delivery required to 2212 E. Pioneer, Irving, Texas 75061, Monday through Friday from 7:00 AM to 3:30 PM, excluding Authority holidays, on an F.O.B. destination basis with the contractor responsible for all freight costs and risk of loss. Awards will be made on an item-by-item basis allowing for multiple contract awards, and bidders may submit pricing for any one or more line items. Bids must remain firm for 180 calendar days from the due date, and all costs including supervision, labor, equipment, materials, freight, and delivery must be fully incorporated into unit prices.
This procurement establishes a 5 percent Small Business Enterprise (SBC) participation goal, requiring bidders to meet or exceed this target or demonstrate good faith efforts to do so through documented outreach and negotiation attempts with certified SBC firms; successful offerors must execute formal subcontract agreements with identified SBC subcontractors within ten business days of contract receipt and submit Vendor Payment Reports with every invoice documenting amounts paid to SBC subcontractors. Contractors are prohibited from terminating SBC subcontractors without express written consent from the Contracting Officer except for documented good cause such as performance failure, insolvency, or debarment. All offerors must submit completed Representations and Certifications forms (Exhibit A), Business Questionnaires (Exhibit L), and Employee Information Reports (Exhibit V) confirming compliance with federal, state, and local requirements including independent price determination, debarment status, drug-free workplace certification, non-discrimination assurance, and prohibitions on boycotting Israel and certain energy companies. Contractors must maintain commercial general liability insurance of $5,000,000, commercial automobile liability of $2,000,000, and workers' compensation insurance with employer's liability limits of $1,000,000 per accident. Payment shall be made within 30 days of receipt of properly prepared invoices. The solicitation does not specify an overall contract value or budget range, as awards will be based on competitive pricing for individual line items submitted by responsive bidders.
