About this file

Summary

This is a specification document (NSB-3658, Revision 2, effective March 16, 2022) issued by the Dallas Area Rapid Transit (DART) for NABI miscellaneous replacement parts used on the agency's NABI Low Floor Compressed Natural Gas (CNG) bus fleet. The specification establishes technical and operational requirements for all replacement parts to be supplied under this solicitation. Key requirements include that all products must meet the original equipment manufacturer (OEM) form, fit, and function specifications; demonstrate a minimum of three years of transit field experience under temperature conditions ranging from -15 to 115 degrees Fahrenheit consistent with Dallas, Texas climate conditions; be commercially available designs; and interface with existing systems without modifications to the products, vehicles, or currently installed systems. Additionally, products must meet applicable criteria for pressure, voltage, and envelope specifications.

The specification requires contractors to provide product samples at no cost to DART within five days of request for testing and verification purposes, with samples to be returned at the contractor's expense only upon request. Packaging requirements mandate industry best practices to prevent damage, including specific instructions for corrugated container usage, pallet configuration with modular carton sizing, proper strapping and banding techniques, corner protectors, and the use of Linear Low-Density Polyethylene stretch film for kit applications. All products must be packaged to provide maximum protection against shock, vibration, electrostatic discharge, abrasion, thermal damage, and other hazards during shipment. Contractors shall comply with referenced DART documentation including the NABI Maintenance Manual (NLB-1615) and NABI Parts Manual (NLB-1634).

• Pressure

• Voltage

• Envelope

p. 4 of 4 Effective Date: March 16, 2022

5.0 Verification

Upon request, the Contractor agrees to supply at no cost to DART samples of the products proposed for testing prior to contract award. Samples will be available and submitted to

DART within five (5) days of request, oral and/or written, by DART and will be returned at Contractor’s cost only on request from Contractor after testing is complete. Parts returned may not be in the same condition as originally sent to and received by DART.

Function test (if required) is verification that the parts meet the manufacturer’s specification and/or performance requirements.

6.0 Packaging

A. Product shall be packaged to best industry practice to prevent damage. The packing slip shall include DART purchase order number, DART part number, manufacturer part number, manufacturer name and part description. The packaging exterior (e.g., individual part bag, box) shall include manufacturer’s part number and manufacturer’s name.

B. Parts that are packaged as a kit shall be within corrugated containers (or equivalent) and shall have voids filled on all sides of the containerized material.

C. Where the part size permits, containers should be designed in a modular fashion to fit on standard pallet sizes. The pallet must be designed to accommodate the part(s) length and weight, keeping the material within the confines of the pallet (i.e., material shall not overhang the footprint dimensions of the pallet.) Size carton(s) modularly to the pallet to eliminate voids and minimize shifting of packages on pallets.

D. Strapping should be used only in vertical alignment.

E. The use of horizontal banding is a poor packaging practice and may require an upgrade of the corrugated paperboard and/or the addition of corner supports.

F. Plastic and metal banding must be applied using proper tension settings. Excessive tension can lead to container failure and poor load containment as well as pallet failure.

G. When banding to corrugated cartons, use of corner or edge protectors is required as necessary to prevent the collapse of carton edges.

H. Use of plastic (stretch) film for unitization is considered an acceptable material.

Linear Low-Density Polyethylene (LLDPE) Stretch Film or equivalent shall be utilized for parts’ kit packaging applications.

I. Product shall be packaged to provide maximum protection against shock, vibration, ESD, abrasion, thermal and other types of damage during shipment.
