About this opportunity

The State of Nevada Purchasing Division, on behalf of the Nevada Division of Environmental Protection (NDEP), Bureau of Mining Regulation and Reclamation (BMRR), is requesting proposals for Certified Environmental Manager services to manage interim fluid operations at mine sites where operators have defaulted on permitted operations, with proposals due July 23, 2026 at 2:00 PM PST.

A 5% preference applies to Nevada-based businesses as defined by NRS 333.3352; an inverse preference may apply to vendors from states with in-state preferences. All vendors must be registered on nevadaepro.com, maintain a current Nevada business license, and hold active entity registration on sam.gov. Subgrant agreements establish minimum "fair share" percentages for minority, women, and small business enterprises ranging from 1% to 2% depending on service category.

The scope is statewide emergency environmental mitigation and assessment for mine-impacted process water. Services include pumping and recirculating process solutions from collection ponds onto heap leach pads or tailings facilities to prevent overflow and achieve zero environmental discharge; active evaporation of process solutions using on-site equipment; operation and maintenance of pump-back recirculation and evaporation systems over an estimated six-month interim period; process pond and heap conveyance channel liner repairs; equipment inspection and repair; material and equipment rental or purchase; heap detoxification; site security; environmental sampling and monitoring; geophysical assessments; cost estimation and mathematical modeling; health and safety plan development; subcontractor management; and remedial action oversight. Work is performed as-needed at multiple sites throughout Nevada, with all deliverables submitted in native Microsoft Office or Adobe Acrobat format. Monthly progress reports and invoices are required.

The initial contract term is four years beginning January 1, 2027, with options to renew for two one-year extensions. Evaluation criteria are competence in work performance and project management (25%), staff expertise and availability (25%), experience with comparable projects (20%), conformance with RFP terms (15%), and cost (15%). Questions are due July 2, 2026 with answers posted by July 10. Reference questionnaires are due July 22. Notice of Intent is anticipated August 7, 2026 and Notice of Award around September 14, 2026. Contractor direct labor rates are capped at $93.85 per hour for individual consultants at federal Executive Schedule Level 4. All policies must carry A.M. Best ratings of not less than A-VII, with the State named as additional insured.
