About this opportunity
The Oregon Department of Transportation is soliciting sealed bids for the Middle Mountain Ice Canopies Installation Project at the Middle Mountain Communications Site near Hood River under ITB S-73000-00017940, with bids due October 1, 2026 at 10:00 a.m. The project is a public improvement subject to Oregon prevailing wage rates effective September 3, 2026, and all subcontractors performing licensed work must be licensed with the Construction Contractors Board or State Landscape Contractors Board before commencing work.
The scope encompasses installing two steel ice canopies over shelters at the communications site (15 feet by 24 feet over Shelter A and 15 feet by 36 feet over Equipment Shelter B), pouring concrete footings with drilled piers (six to eight piers per canopy at 26 inches diameter and five feet six inches embed depth), grounding the canopies to an existing grounding ring in compliance with Motorola R56 and National Electrical Code standards, and disassembly and assembly of fencing. All steel components require hot-dipped galvanizing. Concrete work must meet ACI 301 and ACI 318 standards with minimum compressive strength of 3,000 psi at 28 days. The site is located at 2,610 feet elevation with design parameters including 231 psf ground snow load and 109 mph ultimate design wind speed. Work must comply with Oregon Structural Specialty Code, Oregon Fire Code, National Electric Code, and ANSI/EA/TIA-222-H standards.
Substantial completion is targeted August 15, 2027, with final completion by September 1, 2027. Liquidated damages are $600 per calendar day for each day exceeding substantial completion. The contractor must obtain performance and payment bonds each equal to the contract price and maintain commercial general liability of $1 million per occurrence and $2 million annual aggregate plus $1 million commercial automobile liability per occurrence. Retainage of 5 percent applies. Fire season restrictions (late April through October) require all work vehicles to carry specified fire protection equipment. Site access is restricted and controlled; four-wheel drive vehicles may be required. Addendum No. 1 (September 16, 2026) added a Geotech Report and Site As Built Plans as informational documents only. Nine bids were received, ranging from $180,143 (Legacy Wireless Services Inc.) to $444,167 (Merriman Contracting LLC). An Intent to Award document was issued; specific awardee details are not disclosed in the source materials.
