About this file
This is a Statement of Work specification document for the Oregon Department of Transportation (ODOT) and Hood River County regarding the Middle Mountain Communications Site ice canopies installation project located near Dee, Oregon. The project scope encompasses installing ice canopies over two shelters, pouring concrete footings, grounding the ice canopies to an existing grounding ring, and disassembling and reassembling fencing. The contractor is responsible for supplying all required materials, tooling, test equipment, and transportation equipment necessary for project completion. Work is to commence upon issuance of the Notice to Proceed, with substantial completion targeted for August 15, 2027, and final completion by September 1, 2027.
The contractor must comply with all applicable fire restrictions and regulations, particularly during fire season (late April through October), which requires each work vehicle to be equipped with specific fire protection equipment including a round-pointed shovel, axe or Pulaski, and ABC fire extinguisher. Site access is restricted and controlled, requiring the presence of an ODOT Wireless Area Radio Specialist for entry authorization. Four-wheel drive vehicles may be required to access the site for both bidding and construction purposes. The contractor must coordinate with the local ODOT Wireless Area Radio Specialist to establish additional work requirements and controls based on fire restrictions in effect at the time of construction and must comply with all local, state, federal, and property owner fire regulations.
