About this file
This is a Site As-Built Plans document for the Middle Mountain Communications Site located in Hood River County, Oregon (T1N, R10E, SEC 8, TL 100), prepared for informational purposes and associated with an ice canopies installation project. The project encompasses significant infrastructure upgrades including installation of one 140-foot three-legged self-supporting tower with a 26-foot by 26-foot buried foundation pad, two omnidirectional antennas (14.5 feet and 10.9 feet) mounted on the tower at specified heights with 20-foot separation, one 6-foot microwave dish at 86 feet above ground level, equipment racks for trunked radio station operations and microwave connections, and two 1,000-gallon propane tanks on a new concrete pad. Additional compound improvements include expansion of fence area at the southeast corner, installation of a 12-foot double-leaf access gate with new signage, installation of ice bridges to the tower and to propane regulator protection, conversion of propane tanks from liquid to vapor feed, and migration of nine Hood River County antennas and two ODOT/SRP antennas to the new tower. The project also requires removal of existing equipment including two 500-gallon propane tanks, existing battery piles, and hood covers, with installation of new generator air intake and exhaust snorkels and an 18-hole entry panel for coax connections.
The plans specify comprehensive grounding system installation and upgrades to conform to project specifications with a projected system ground resistance dependent on accurate data submission, proper installation, and three-point fall of potential testing. Site access requires a 3ZXY/1COM key, and the location is marked with multiple radio frequency hazard warnings indicating that RF fields at the site exceed FCC rules for human exposure, requiring compliance with posted safety guidelines. Emergency contact information is provided for the Oregon Department of Transportation Wireless Communications Section at (503) 986-2911. The document includes detailed construction notes, site information sheets, and specifications for concrete washouts, ice bridge layouts, antenna mount attachments, microwave attachments, propane tank foundations, anti-climb ladder protection, and grounding system components.
