About this opportunity
The Michigan Department of Treasury is soliciting competitive proposals to develop a comprehensive Citizen's Guide to Infrastructure Systems on behalf of the Michigan Infrastructure Council (MIC). This Request for Proposal (RFP No. 2600000001781) seeks a qualified contractor to create educational materials that equip Michigan citizens with knowledge about infrastructure systems, asset management practices, and the importance of sustained infrastructure investment. Primary deliverables include a citizen's guide not to exceed 90 pages covering Michigan's infrastructure systems, electronic surveys targeting both the general public and infrastructure asset owners, public-facing educational materials such as handouts and social media content, and a comprehensive communications strategy for promoting the guide. All contract deliverables must be completed by October 1, 2026, with the targeted release date for the Citizen's Guide also set for October 1, 2026. The contractor must identify and research Michigan-centric case studies, design and administer statewide surveys to gather public input, and develop a communications strategy utilizing the Department of Treasury's existing listserv reaching over 10,000 people across Michigan. Proposals will be evaluated on technical criteria weighted as follows: Product Quality (40 points), Service Capabilities (20 points), and Other Factors (10 points), plus Vendor Questions Worksheet responses (30 points), for a total of 100 points, with proposals required to achieve at least 80 technical points to have pricing evaluated. The RFP was issued on April 17, 2026, with written questions due by 3:00 p.m. Eastern on April 22, 2026, and proposals due by 3:00 p.m. Eastern on May 8, 2026. The anticipated contract effective date is June 15, 2026, with a three-year initial term expiring June 14, 2029, renewable for up to two additional one-year periods at the State's discretion.
No set-aside designations or restrictions on the types of organizations that can respond are identified in the solicitation documents. The RFP does not identify an incumbent contractor or current vendor, indicating this is a new procurement. If the contractor utilizes third-party hosted survey platforms such as SurveyMonkey or SurveyGizmo, the hosting provider must maintain FedRAMP authorization or annual SSAE 18 SOC 2 Type II audit compliance based on NIST 800-53 MOD controls; all other materials will be hosted by State of Michigan resources upon completion. The contractor must maintain specific insurance coverage including $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, and $3,000,000 Professional Liability coverage, with the State named as an additional insured, and must comply with all applicable State IT policies and standards including ADA compliance and WCAG 2.1 AA standards. All deliverables must be provided in digital format without restrictions for unlimited printing and distribution, with all content owned by the State. The State has declined to disclose an anticipated budget range; however, pricing must be firm for the entire contract term, with all costs including setup charges, fees, and other potential expenses to be included in the proposal. The contract includes liquidated damages of $5,000 plus $25 per day for late or improper completion, and the contractor must appoint a designated Program Manager and three Key Personnel, with unauthorized removal of Key Personnel subject to credits up to $25,000 per individual.
