About this file

This is a Bidder Questions & Answers document issued by the State of Michigan Department of Treasury for RFP No. 2600000001781 to develop a Citizen's Guide to Infrastructure Systems for the Michigan Infrastructure Council (MIC). The project requires contractors to develop a comprehensive 90-page citizen's guide and execute a statewide survey to gather public input on infrastructure systems. The scope includes discovery and alignment work, survey design and administration, and a communications strategy utilizing the Department of Treasury's existing listserv reaching over 10,000 people across Michigan. All contract deliverables must be completed by October 1, 2026, with the targeted release date for the Citizen's Guide also set for October 1, 2026. The MIC AM Education Committee meets quarterly to provide input and approvals, with committee members typically allocated two weeks for review and feedback. The contract term is noted as three years, though deliverables are expected within the significantly compressed timeframe. The original proposal deadline was extended to May 8, 2026, at 3:00 p.m. EST to allow bidders adequate time to develop comprehensive proposals.

Contractors are responsible for identifying and researching Michigan-centric case studies and providing all pricing for deliverables as noted in Schedule B of the RFP; however, the State declined to disclose an anticipated budget range. The communications strategy will rely solely on organic promotional methods with no separate budget allocated for paid advertising or social media campaigns. If contractors utilize third-party hosted survey platforms such as SurveyMonkey or SurveyGizmo, the hosting provider must maintain FedRAMP authorization or annual SSAE 18 SOC 2 Type II audit compliance based on NIST 800-53 MOD controls. Hosting services are required under this RFP for the survey platform, with all other materials to be hosted by State of Michigan resources upon completion. A successful survey is defined as achieving a high response rate and yielding valuable, comprehensive input from across the state to produce actionable insights for future planning, maintenance, and investment decisions. The State indicated it is still reviewing responses to questions regarding vulnerability scanning requirements and software composition analysis applicability to the project scope.
