About this opportunity

The State of Utah Division of Purchasing, in collaboration with the Utah Office of Tourism, is issuing a Request for Statements of Qualifications (RFSQ) for Mexico Trade and Media Services under Utah Procurement Code 63G-6a Part 15. The procurement seeks a professional services provider to execute marketing and engagement activities targeting the Mexico travel trade market. Key objectives include promoting the Utah Specialist Academy (a B2B e-learning platform), organizing a joint trade/media familiarization (FAM) trip to Utah, and conducting a comprehensive trade and media event. Specific deliverables encompass developing webinars, in-person trainings, market campaigns, coordinating a FAM trip with tour operators and media contacts, and hosting an immersive event for 30 guests (20 trade professionals, 10 media representatives). The proposal evaluation will assess the vendor's expertise in global travel trade, familiarity with tourism products, project management capabilities, data analytics, and resource allocation strategies. Proposals are due by November 20, 2025, with interviews scheduled for the week of December 1, 2025. Respondents must submit a technical proposal no longer than 15 pages, including three marketing campaign examples and key personnel resumes.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract is structured as a one-year agreement with potential for four additional one-year renewals. The total budget for the project is $70,000 USD, with $50,000 allocated for marketing activities and $20,000 designated as a project retainer. Vendors are prohibited from including pricing information in their initial qualifications submission, and the state will select the highest-ranked vendor to negotiate contract terms at a compensation deemed fair and reasonable. If negotiations fail with the top-ranked vendor, the state may proceed to negotiate with the next highest-ranked candidate. The procurement follows strict communication protocols, with vendors limited to interactions only with the designated procurement officer. Additionally, vendors must comply with anti-boycott regulations, certify they are not engaging in economic boycotts, and ensure that any technology or services do not originate from restricted foreign entities.
