The contractor shall supply labor, equipment, containers (ranging from 2-yard to 10-yard capacity and up to 40 cubic yards for construction debris), vehicles, and transportation for municipal solid waste, single-stream recycling, and cardboard recycling at pickup frequencies from one to five times weekly. Additional services include roll-off container services on will-call, container delivery and removal, and cleaning and deodorization; contamination charges apply for non-compliant materials.
The initial contract term is three years with two optional renewal years at METRO's discretion. Year One pricing totals approximately $4,117, Year Two $4,446, and Year Three $4,802, reflecting roughly 8 percent annual escalation. Awards go to the lowest and best overall bid meeting minimum requirements.
Bidders must demonstrate minimum three years' experience in commercial and governmental waste management; maintain Ohio business licensing and all required waste hauling permits; comply with federal, state, and local environmental regulations; and carry commercial general liability, workers' compensation, and automobile liability insurance per statutory requirements. A bid bond of 5 percent of bid price, a performance bond of 100 percent of contract price, and a payment bond are required per FTA standards. Bids are submitted through the OpenGov portal. Payment via ACH follows METRO Board of Trustees approval; no prepayments or down payments are made.
