About this opportunity

The Colorado Department of Corrections is requesting proposals to establish a pre-qualified vendor list for metal products supporting Colorado Correctional Industries, with proposals due November 19, 2026 at 4:00 PM Mountain Time and a virtual public bid opening on November 20, 2026. This RFP does not result in immediate contract awards; instead, CDOC will issue subsequent project-specific Requests for Quotes to selected vendors.

Metal products will be delivered to Fremont Correctional Facility in Canon City, Colorado. The product list encompasses approximately 45 distinct items, including square, round, and rectangular tubing; structural angles; round and flat bars; C-channel sections; sheet metal in multiple gauges and thicknesses; plates; specialized hardware such as continuous and tamper-proof hinges and paddle latches; black pipe; and expanded metal mesh. Vendors must indicate capability to supply each product type and confirm their ability to deliver within seven calendar days of order or provide written notice of inability to meet the schedule. Any vendor failing to deliver on three separate occasions within agreed-upon timeframes will be deemed non-responsible and disqualified for three years or indefinitely.

All metal products must be U.S.-manufactured. Certain products may require certification of a minimum 10% post-consumer recycled content. Pricing must be submitted on an F.O.B. Destination basis with all-inclusive pricing covering shipping and fuel charges; no additional surcharges or taxes are permitted. Vendors must be registered with BidNet Direct and CORE, maintain minimum commercial general liability insurance of $1 million per occurrence, and comply with Colorado accessibility standards and Web Content Accessibility Guidelines Level AA. Vendors are subject to enhanced criminal background investigations and CDOC security protocols including fingerprinting for facility access. The anticipated term for resulting purchase orders spans December 14, 2026 through June 30, 2027, with no guaranteed quantities. A virtual pre-proposal meeting is scheduled for October 29, 2026 at 1:00 PM Mountain Time. Written inquiries are due November 9, 2026 at 2:00 PM, with responses posted by November 12, 2026. A Notice of Intent to Award is estimated for December 1, 2026. Evaluation criteria emphasize qualifications and experience, proposed goods and services quality, delivery timelines, and cost-effectiveness.
