About this file

Summary

This is a Request for Proposal (RFP 2027000069) issued by the Colorado Department of Corrections (CDOC) to establish a pre-qualified vendor list for metal products to support Colorado Correctional Industries (CCi). The solicitation does not result in immediate contract awards; instead, it creates a qualified vendor catalog from which the CDOC will issue subsequent project-specific Requests for Quotes (RFQs) for actual purchase orders. The metal products will be delivered to Fremont Correctional Facility in Canon City, Colorado. A virtual pre-proposal meeting is scheduled for October 29, 2026, at 1:00 PM Mountain Time. Written inquiries must be submitted by November 9, 2026, at 2:00 PM, with responses posted by November 12, 2026. The bid submission deadline is November 19, 2026, at 4:00 PM MT, followed by a virtual public bid opening on November 20, 2026, at 10:00 AM. A Notice of Intent to Award is estimated for December 1, 2026. The anticipated term for resulting purchase orders spans from December 14, 2026, through June 30, 2027, with no guaranteed quantities or number of RFQs to be issued.

Awards will be made to the lowest responsible and responsive offeror meeting the solicitation's requirements and criteria, including delivery and lead timeframes. Offerors must provide complete bid packages including a Statement of Work response (Exhibit A), required offeror information (Exhibit B), W-9 form (Exhibit C), bid pricing (Exhibit D), performance certification outside the U.S. or Colorado (Exhibit E), and non-conflict of interest declaration (Exhibit F). The evaluation criteria emphasize qualifications and experience, proposed goods and services including U.S.-manufactured metal products and delivery timelines, and cost-effectiveness. Offerors must be registered with BidNet Direct and CORE and comply with accessibility standards, enhanced criminal background investigations, and CDOC security protocols including background checks and fingerprinting for facility access. The state exempts itself from federal excise taxes and state and local sales taxes; however, certain political subdivisions may require payment of sales tax by the offeror.

i. Evaluation of Factors. An Evaluation Committee will evaluate Bids against all evaluation factors set forth in the RFP. The evaluation, including the results of any discussions, will result in determination by the Committee of the competitive range of Offerors reasonably susceptible to receiving a recommendation for the catalog. Factors that would allow for success in meeting the responsibilities outlined in this RFP are:

a. Completeness and accuracy of the Bid in addressing stated needs as outlined in

Exhibit A Statement of Work, Offeror Response.

b. Cost-Effectiveness: The State will consider price on determining the competitive range and apparent successful Offeror.

c. Offeror’s ability to deliver the requested product in a timely manner.

d. The State reserves the right to determine an Offeror’s responsibility based on factors such as financial, material, personnel resources and expertise; satisfactory record of past performance; satisfactory record of integrity; and status of debarment, Reference §24-101-310(43) C.R.S. The State may evaluate the past performance of the offeror.

The State reserves the right to contact references, verify past performance data from internal records, or use other sources of information. Unsatisfactory past performance may be considered in determining the responsibility of the offeror or scoring their overall proposal.

e. Note: It is the Offeror’s responsibility to ensure all required materials are included with the Bid. Failure of a Offeror to provide required information and/or failure to follow the response format for this RFP may result in reduced scoring and/or exclusion from the competitive range of Offeror Bids reasonably susceptible to receiving an award.

ii. Weighted Scale Evaluation Process. In evaluating bids submitted in response to this RFP, CDOC may employ a weighted scale evaluation process to ensure a fair and objective assessment of each submission. This process involves assigning weights to specific evaluation criteria based on their importance to the overall project goals and objectives. Each Bid will be evaluated against the criteria outlined in Exhibit A Statement of Work, Offeror Response. Evaluators will assign a score to each criterion;

the scores will then be multiplied by the corresponding weights to calculate a weighted score for each criterion. The total weighted score for each Bid will be determined by summing the weighted scores across all criteria.

iii. The Evaluation Committee’s initial evaluation will be based on the submitted Bids.

Offerors should confirm that their Bid adequately conveys the understanding of the solicitation requirements. The Evaluation Committee may, if it deems necessary, request clarifications, conduct discussions, or request best and final offers. Per §24-103-203-03, discussions may be held with responsible Offerors whose Bids are determined to be reasonably susceptible to be selected for award to:

a. Promote understanding of the state’s requirements and the Offerors’ Bids; and;

RFP 2027000069 10 of 14

b. Facilitate a PO that will be most advantageous to the state taking into consideration price and the other evaluation factors set forth in this RFP.

c. The Evaluation Committee may adjust its scoring based on the results of such activities. However, Bids may be reviewed and determinations made without such activities. Offerors should be aware that the opportunity for further explanation might not exist; therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible Bid, including pricing.

d. CDOC may request that clarifications resulting from discussions be submitted in writing by the Offeror(s) to the State. Offerors will be given a reasonable timeframe in which to submit written clarifications and to provide any related revisions to their initial Bid. Such revisions will be limited to the guidelines included within the State’s requested clarifications.

Offerors must submit any requested changes to the state’s PO Terms and Conditions in redline format with their Bid. Please note that the section of the PO Terms and Conditions identified as the Colorado Special Provisions is considered non-negotiable.

a. The State does not agree to accept any requested changes to the State’s PO Terms and Conditions and will only consider changes proposed by potential Offerors. While the State will work with a potential Offeror on requested changes, none are guaranteed. Additionally, Offerors are cautioned that modifications to any of the provisions in the State’s PO Terms and Conditions as well as other standard State Exhibits are considered to constitute an increased risk as well as increased costs to the State. Therefore, Offeror’s noted exceptions may be considered in any evaluation.

b. Any changes requested to the State PO Terms and Conditions or Exhibits accompanying this solicitation will constitute an increased timeline to PO execution as approvals may need to be obtained by multiple State Agencies (e.g., Department of Personnel and Administration, Attorney General, etc.). Therefore, any requested changes will take several weeks to review.
