About this file
This is a Statement of Work and Offeror Questions document issued by the Colorado Department of Corrections for RFP 2027000069 to establish a pre-qualified vendor list for metal products. The RFP does not issue immediate contracts or purchase orders; rather, it creates a vendor list for future project-specific Requests for Quotes (RFQs). Awarded vendors must be capable of delivering metal products to Fremont Correctional Facility, a level III medium-security facility located at 57500 East Highway 50 & Evans Road, Canon City, Colorado 81212. Vendors are required to provide delivery timeframes and lead times, with a mandatory seven-calendar-day written notice requirement if unable to meet delivery schedules. Any vendor failing to deliver awarded goods on three separate occasions within agreed-upon timeframes may be deemed non-responsible and disqualified from participating in future solicitations for three years or indefinitely.
Pricing for future RFQs must be submitted on an F.O.B. Destination basis with all-inclusive pricing covering shipping, fuel charges, and other delivery-related fees, with no additional surcharges or taxes to be paid by the state. In certain instances, metal products may be required to contain a minimum of 10% post-consumer recycled content, requiring formal certification of compliance. Vendors must disclose manufacturing and shipping locations and comply with Colorado accessibility standards and Web Content Accessibility Guidelines Level AA. Mandatory requirements include proof of insurance prior to purchase order execution, Colorado Secretary of State business registration, and certification of tax compliance with the state. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) meeting specific Colorado incorporation or residency requirements must submit U.S. Department of Veterans Affairs certification documentation. Vendors must affirm compliance with all Purchase Order Terms and Conditions and disclose any defaults, contract terminations for cause within the past five years, or litigation against the State of Colorado.
