About this opportunity

The City of St. Pete Beach is seeking qualified contractors to provide comprehensive design, permitting, and construction services for the Merry Pier Bait Shack Rebuild project in Pinellas County, Florida. The procurement is a Request for Bid (RFB) focused on restoring the bait shack, which was damaged by Hurricane Helene and Hurricane Milton in September and October 2024, respectively. The project scope includes removing damaged materials, replacing floor joists and flooring, installing new plumbing and electrical systems above flood level, replacing doors, windows, siding, and mechanical systems, and obtaining all necessary permits. Contractors must provide comprehensive design services, environmental analysis, and secure permits from FDEP, Pinellas County, and St. Pete Beach. Key project dates include a mandatory pre-bid meeting on August 20, 2025, at 2:00 PM, questions due by September 10, 2025, at 10:00 AM, and sealed bids due by September 17, 2025, at 9:00 AM EST. Evaluation criteria will focus on contractor experience with marine construction projects, references from similar work in the past five years, and compliance with city requirements.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide proof of licensing, bonding, and insurance, including $1,000,000 in general liability coverage. While a performance bond is not required, a bid bond is mandatory. The project involves federal disaster recovery funding, as indicated by the inclusion of FEMA addendum requirements and federal compliance clauses. No specific award value or budget range is disclosed in the available documents. Contractors must complete the work within 90 calendar days from the project start and provide a minimum 5-year warranty. The bait shack currently supplies power to the dock, and the city is not interested in adding solar panels at this time. The project scope is strictly limited to the bait shack reconstruction and does not extend to the dock infrastructure. The city reserves the right to reject any or all bids and will make awards based on the best interests of the municipality.
