The RFP was released September 9, 2026; questions and comments are due September 23, 2026, at 1:00 p.m. No pre-proposal conference or site visit is planned.

The scope is to provide authorized SMMC staff access to the Medicare FISS (Fiscal Intermediary Shared System) DDE platform for the adjudication of Medicare Part A claims. The contract term is five years. Evaluation is weighted as follows: project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points). Award will be made to the responsive, responsible proposer offering the best overall value. A local procurement preference ordinance may provide scoring advantages of 5 to 10 percent for local businesses and nonprofits.

Required insurance includes cyber liability ($5 million per occurrence for privacy and network security), general liability ($1 million per occurrence), professional liability ($1 million per occurrence / $3 million aggregate), and workers' compensation as required by California. Contractors must comply with HIPAA Business Associate Requirements, the County's Corporate Compliance Code of Conduct, Section 504 compliance, and the Living Wage Ordinance, and must register with SMMC's Vendor Credentialing Program.
