About this opportunity

The University of Texas Health Science Center at San Antonio (UTHSA) is soliciting proposals for a medical uniforms procurement opportunity through Request for Bid (RFB) No. 745-26-B01, seeking qualified vendors to provide high-quality medical scrubs and uniforms for clinical and non-clinical staff across multiple departments. The procurement encompasses medical scrubs, lab coats, polos, jackets, and vests in various styles, fits, and sizes ranging from XXS to 5XL, with a requirement for optional embroidery services for University Logo, Department Name, and Employee Name. Each employee will receive a $100 voucher redeemable for approved uniform items, and the vendor must provide in-person and potentially online ordering capabilities, with dressing rooms for fittings and multiple payment options. The bid submission deadline is 3:00 PM Central Prevailing Time on October 31, 2025, with potential for multi-award to several proposers meeting the requirements. Key vendor responsibilities include maintaining consistent inventory, fulfilling orders within 5-7 business days for non-embroidered items, providing a dedicated representative, generating quarterly performance reports, and implementing safeguards against voucher fraud. The university emphasizes compliance with its identity and brand standards, with embroidered items required to have a 10-business-day turnaround.

The procurement includes a Historically Underutilized Businesses (HUB) Subcontracting Plan with a specific HUB goal of 21.1%, requiring vendors to demonstrate good faith efforts in engaging Texas certified HUB and non-HUB vendors. Proposers must submit a completed HUB Subcontracting Plan to be considered responsive, with potential disqualification for non-compliance. The solicitation includes extensive legal certifications covering areas such as non-discrimination, compliance with state and federal laws, and adherence to specific Texas government code provisions. While no specific contract value is explicitly stated, the university notes there is no guaranteed volume or minimum compensation. Vendors must complete comprehensive documentation, including a Proposer's General Questionnaire, Bidder Affirmation form, and provide detailed company information such as years in operation, number of employees, annual revenue, and customer references. The procurement process allows for potential multi-award, meaning several vendors meeting the requirements could be selected to provide uniform services to the university.
