About this opportunity

Louisville Metro Emergency Services is seeking qualified vendors to implement a 911 Medical Call Diversion Program through RFP 260124, targeting low-acuity medical calls that can be redirected from Emergency Medical Services to more appropriate care pathways. The program will require vendors to develop a comprehensive medical navigation system where medical professionals triage callers meeting specific criteria over the phone, developing individualized care plans that may include in-home instructions, referrals to medical facilities, primary care physician contact, telehealth services, and transportation arrangements. Proposals will be evaluated on a 100-point scale, with points allocated as follows: Triage & Safety Protocols (30 points), Staffing, Credentials, & Training (20 points), Established Partnerships (20 points), References (15 points), and Cost (15 points). The solicitation timeline includes a question period from November 25, 2025 at 10:00 AM EST through December 5, 2025 at 3:00 PM EST, with final proposals due on December 19, 2025 at 3:00 PM EST through the Louisville Bonfire Hub portal. The contract may potentially span five years with annual renewal options, subject to mutual agreement.

The procurement includes specific set-aside and compliance requirements, notably a "Ban the Box" hiring practice prohibition and mandatory good faith efforts toward minority business enterprise participation. Louisville Metro Government has established participation goals including 15 percent Minority Business Enterprise (MBE), 5 percent Female Business Enterprise (FBE), and 0.5 percent Historically Disadvantaged Business Enterprise (HBE) goals. Vendors must provide documentation demonstrating attempts to engage certified subcontractors from these categories. Additional compliance requirements include maintaining minimum wage standards ($10.10/hour), providing proof of Human Relations Commission compliance, and carrying specific insurance coverages, including $1,000,000 in Commercial General Liability and Professional Liability insurance. While no specific budget range is explicitly stated, the RFP indicates that vendors must operate without fiscal impact to the city and identify sustainable funding sources. The procurement allows for vendor classification across multiple categories, including minority-owned, women-owned, disabled-owned, LGBT-owned, veteran-owned, and service-disabled veteran-owned businesses.
