About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on medical equipment preventive maintenance, calibration, and repair services for Big Spring State Hospital under IFB HHS0017569, with bids due July 9, 2026 at 10:30 AM and questions due June 30, 2026 at 10:30 AM. The contractor's place of business must be within a twenty-mile radius of Big Spring State Hospital, located at 1901 N Highway 87, Big Spring, TX 79720 — a restrictive geographic requirement that filters eligible vendors.
The scope encompasses quarterly preventive maintenance with electrical safety checks and calibration; incoming equipment inspections; repairs and corrective maintenance; parts provision under full-service coverage; quality assurance inspections; and equipment inventory management for 171 medical devices across multiple departments, including vital signs monitors, oxygen concentrators, EKG machines, hospital beds, autoclaves, and diagnostic equipment. The contractor must provide telephone support within one hour of a service call, on-site emergency services within 24 hours, and on-site routine service within 48 hours during regular business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time). All personnel assigned to perform services must have at least three years of relevant experience and be at least 18 years old. The contractor must demonstrate a minimum of three years of relevant experience and provide three verifiable references for similar services within the last three years.
Historical spend for similar services was $21,800 for the period September 1, 2025 through August 31, 2026, provided only as guidance and not representing guaranteed volumes. Pricing must be submitted as firm, fixed prices for the entire contract term on Exhibit C, with all-inclusive unit rates covering labor, equipment, materials, supplies, and related expenses. The initial contract term runs from September 1, 2026 through August 31, 2029 with no renewals; HHSC reserves the right to extend the contract for up to one additional year for continuity of service or transition purposes.
The contractor must maintain comprehensive insurance including workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence / $2,000,000 general aggregate), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Award will be made to the bidder offering the best value to the State of Texas based on ability to meet requirements, capacity to deliver services, and pricing. HHSC reserves the right to make single or multiple awards contingent upon Executive Commissioner approval.
