About this opportunity

The Florida Department of Financial Services, Division of Workers' Compensation, is pursuing a single-source procurement for an annual subscription to the Wolters Kluwers UpToDate Inc.'s Medi-Span Master Drug Database through their Price Rx platform. This online subscription service will serve as a critical reference tool for determining appropriate pharmaceutical service reimbursement rates for injured workers, specifically mandated under Section 440.13(12)(h), Florida Statutes. The procurement is targeted for Leon County and will initially support fifteen users, with potential expansion up to twenty users. The contract term is set for three years, spanning from September 15, 2025, through September 14, 2028. Prospective vendors are invited to submit alternative service information by December 16, 2025, at 2:00 PM Eastern Time, with the department reserving the right to proceed with the single-source purchase if no equivalent alternatives are identified. The procurement process will involve reviewing any submitted vendor information and potentially posting a notice of intended vendor selection on the Vendor Information Portal pursuant to Section 120.57(3), Florida Statutes.

The procurement appears to be exclusively available to UpToDate, Inc., as they are the sole provider of the Medi-Span Master Drug Database through the Price Rx platform. No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the documentation. The total estimated contract value is $180,357.81 for fifteen licenses over three years, with annual fees structured at $55,762.29 for year one, $60,778.31 for year two, and $63,817.21 for year three. The department maintains the option to authorize up to five additional licenses, with a total potential expenditure not exceeding $236,355.66 over the contract term. The single-source justification is explicitly based on the statutory requirement and UpToDate's written confirmation of being the exclusive provider of this specialized online lookup service. The procurement contact is Chrisy Smith from the Department of Financial Services Office of Purchasing and Contractual Services.
