About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Florida Department of Financial Services, Division of Workers' Compensation. The department seeks to procure annual access to the Wolters Kluwers UpToDate Inc.'s Medi-Span Master Drug Database through an online subscription service. This subscription serves as a reference and resource tool for determining appropriate reimbursement amounts for pharmaceutical services provided to injured workers in compliance with Section 440.13(12)(h), Florida Statutes. The subscription will support fifteen (15) users initially, with potential expansion up to twenty (20) users. The contract term runs from September 15, 2025, through September 14, 2028. Prospective vendors are invited to submit information regarding their ability to provide equivalent services no later than December 16, 2025, at 2:00 PM Eastern Time. The department will review any submissions received and may proceed with the single-source purchase if no viable alternatives are identified.

The estimated total cost for fifteen licenses over the three-year contract period is $180,357.81, with annual fees of $55,762.29 for year one, $60,778.31 for year two, and $63,817.21 for year three. The department may authorize up to five additional licenses not to exceed $236,355.66 over the contract term. The single-source justification is based on Section 440.13(12)(h), F.S., which specifically requires use of the Medi-Span Master Drug Database, a proprietary product available exclusively from UpToDate, Inc. through the Price Rx platform. UpToDate has confirmed in writing that they are the sole source for this online lookup service. The contact for this procurement is Chrisy Smith at the Department of Financial Services Office of Purchasing and Contractual Services.
