About this opportunity

The Iowa Department of Health and Human Services (IDHHS) is seeking proposals from experienced Bidders to provide implementation and operation services for an Asset Verification System (AVS). The AVS will identify assets held at various Financial Institutions (FIs) as well as real property assets held by Iowa Medicaid's Aged, Blind, and Disabled applicants and beneficiaries. The successful Bidder must establish a robust network of FIs, implement and operate the electronic AVS, and track and report verification activity. The initial contract term is 5 years with the option to extend for five additional 1-year terms. Bidder proposals are due by September 30, 2024, and IDHHS anticipates awarding the contract by December 30, 2024, with services to begin on July 1, 2025. The Cost Proposal must be based on anticipated usage of the AVS and reasonable savings due to the discovery of undisclosed countable assets.

There are no set-asides specified in the RFP, and the current incumbent contractor's contract ends on June 30, 2025. Funding for this contract will come from both federal and state sources, and IDHHS anticipates that savings generated through the AVS will help offset the costs. The total cost of services may not exceed a maximum allowable Contract value determined by State appropriation, and Bidders are required to submit separate Technical and Cost Proposals.
