About this file
This document is a set of questions and answers related to a Request for Proposal (RFP) issued by the Iowa Department of Health and Human Services (IDHHS) for an Asset Verification System (AVS). The AVS will be used to identify assets held by Iowa Medicaid's Aged, Blind, and Disabled applicants and beneficiaries at various Financial Institutions (FIs) as well as real property assets. The RFP seeks proposals from experienced Bidders that can provide implementation and operation services for the AVS. The RFP references an Attachment G, which is a list of financial and real property contacts that Bidders must complete. The state anticipates posting this attachment to the procurement website.
The RFP does not prescribe a specific method for the AVS, such as requiring a web-based portal. The Bidder should propose which financial accounts they can deliver based on commercial availability. The Contractor will be required to submit annual audited financial statements, which must be for the Contractor entity and not the parent company.

3 Definitions “Web-based” means an external application that is accessed via a web browser over the internet. A Web-based application refers to any program that is accessed over a network connection using Secure Protocols (e.g., HTTPS, secure web Services, etc.) rather than existing within a device’s memory. Web-based applications often run inside a web browser. Web-based applications also may be client-based, where a small part of the program is downloaded to a user’s desktop, but processing is done over the internet on an external server.
6 On page 6 in the Definitions section under “Web-based” it appears the Agency is asking for a vendor to create a portal for Agency use. Is it the intent of the Agency to move from its current batch process to a portal?
The Agency did not state in the RFP that the current batch process will be moved to a portal and is not prescribing a method that the Vendor must use. The definitions are meant to describe terms that are used in the RFP for clarification.

The bidder should propose which financial accounts they can deliver.
5 1.3.1.1 E.Financial Statements.
The Contractor shall submit annually an electronic copy of the Contractor’s current fiscal year audited financial statement from independent auditors. If the Contractor is not required to have audited financial statements, the Contractor shall submit CPA-prepared unaudited financial statements. The financial statement shall be submitted to the Agency contract manager no more than nine (9) months past the close of the Contractor’s fiscal year.
10 In section 1.3.1.1 General Obligations, E. Financial Statements would the Agency allow for the contractor to provide the publicly available financial statements for a parent company?
See Section 1.3.1.1.E Financial Statements.
The direction states that the, “Contractor shall submit annually an electronic copy of the Contractor’s current fiscal year audited financial statement from independent auditors”. The Contractor is the direct entity that is entering into the contract with HHS. The financial statements that are required are those belonging to the direct Contractor and not the Contractor’s parent company.
