About this opportunity
The Michigan Department of Transportation is requesting proposals for winter maintenance truck buildup components under RFP No. 260000002057, with proposals due July 2, 2026 at 1:59 p.m. Eastern. This is a multi-year optional-use contract; the contract term runs December 1, 2026 through November 30, 2031, with two optional one-year renewals at the State's discretion.
Amendment 1, posted June 18, extended the proposal deadline from June 25 to July 2 and revised pre-wet system specifications to require electric pumps delivering 6 gallons per minute with integral 45 psi shut-off switches and polypropylene pump housing, mounted inside a NEMA type enclosure with hinged door. The amendment replaces Attachment 1 in its entirety.
The scope encompasses 33 line items: fuel tanks, hydraulic reservoirs, front plow jacks, automatic electric tarp assemblies, pre-wet systems, hydraulic systems with eight valve combinations, ground speed-controlled salt spreader systems, combination dump and spreader bodies (11-foot and 14-foot), stainless steel dump bodies, under-body scrapers, wing plows, and hookloader assemblies. All items must be new, latest-model production equipment with stainless steel construction throughout and detailed specifications on materials, dimensions, hydraulic pressures, electrical capabilities, and sensor integration. Specific make-and-model references (Monroe, Crysteel, Roll-Rite, Certified Power) are cited for comparison; equivalent substitutes are permitted. Hydraulic lines must be stainless steel with bulkhead fittings—zinc-plated alternatives are not acceptable. Flow meters must meet Dickey-John specifications or acceptable alternatives such as Micro track FM500/Turbine units. Contractors must supply pre-wet controllers; tanks must fit part numbers PN 00012640 (100-gallon) and PN 00012641 (75-gallon).
Deliveries must occur within 120 calendar days of order receipt at Fleet Operations Garage, 2522 W. Main Street, Lansing, Michigan, between 7:30 a.m. and 2:30 p.m. Monday–Friday. Late deliveries incur service credits of 0.2% per unit cost per day (capped at 30 days). Units not meeting delivery-order specifications incur the same penalty from scheduled due date until full compliance. Contractors must provide two sets of operating and maintenance manuals, appoint a dedicated Program Manager responding within one business day, and maintain a one-year warranty on all components. Pricing must remain firm for 365 days; adjustments thereafter require documented cost changes and mutual negotiation. Contractors are encouraged to offer quick-payment discounts.
Evaluation is weighted: Specifications (50 points), Statement of Work (20 points), Vendor Questions Worksheet (30 points). Only proposals scoring 80+ technical points advance to pricing evaluation. The State reserves the right to conduct site visits, request oral presentations, perform reference checks, and negotiate with one or more bidders. Contracts valued at $250,000 or more require State Administrative Board approval.
If subcontractors perform more than 20% of deliverables, at least 20% of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBEs). Contractors must comply with prevailing wage requirements if applicable, labor and environmental laws, and prohibitions on abusive labor practices.
Questions were due June 9 at 3:00 p.m. Eastern; answers were posted June 12 by 5:00 p.m. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats (Word, Excel, Google Docs, or Sheets), with individual files not exceeding 30 MB. A Confidential Treatment Form must accompany all proposals, regardless of whether confidential treatment is requested. All submitted documents become public records immediately upon receipt and may be posted following award notification. Patrick Turcotte is the Solicitation Manager (517-730-8798, turcottep@michigan.gov); general inquiries go to 1-855-647-8724.
