About this file

This is a Service Level Agreement (SLA) schedule document for the Michigan Department of Transportation (MDOT) Winter Maintenance Truck Buildup Components contract. The agreement establishes performance standards and accountability measures for contractors delivering equipment units to support MDOT's winter maintenance fleet operations. All orders must be delivered within 120 calendar days of receipt, with items matching the Order Confirmation exactly in terms of brands, quantities, and specifications. Deliveries must occur in accordance with approved facility schedules and receiving hours, with the entire order delivered on the same day unless partial delivery has been pre-approved by the Program Manager. The contractor must provide signed and dated packing slips at the time of delivery, and units must be ready for immediate acceptance and fleet integration activities.

The SLA establishes two primary performance metrics, each requiring 100% compliance. For timely deliveries, contractors failing to meet the 120-day delivery deadline incur service credits of 0.2% of the per-unit Delivery Order cost per calendar day, with credits accruing for up to 30 calendar days maximum per affected unit. For accurate deliveries, units delivered before the scheduled due date but not meeting Delivery Order Specifications incur the same service credit penalty of 0.2% of per-unit cost per calendar day from the scheduled delivery date until full compliance is achieved, also capped at 30 calendar days maximum. The State reserves the right to reconsider or amend SLA amounts for split awards. Contractors are not liable for liquidated damages when delays result from circumstances beyond their control, including acts of God, natural disasters, epidemics, quarantine restrictions, strikes, or unusually severe weather, provided such circumstances are communicated to the Program Manager prior to the scheduled delivery date.
