The contract is a three-year base term commencing November 1, 2026 through October 31, 2029, with two one-year renewal options available.

The scope covers daily janitorial maintenance of a 13,000 square-foot facility serving approximately 1.1 million annual visitors, including three men's restrooms, three women's restrooms, one staff restroom, and administrative and storage areas. Services are provided seasonally from 10:00 a.m. to 6:30 p.m. on Sunday, Monday, Thursday, Friday, and Saturday, with no work Tuesday and Wednesday. Daily tasks include restroom cleaning between 6:00 a.m. and 8:00 a.m. (restrooms closed no longer than 20 minutes), periodic checks at minimum every two hours through end of coverage, lobby and entrance maintenance, storage area management, and grounds cleaning. Periodic janitorial services performed three times annually include restroom floor scrubbing, window washing, and attic maintenance. Winter seasonal services include snow removal; summer services include litter management. Bidders must provide per-day pricing for basic services (260 days annually), per-service pricing for periodic services, separate hourly rates for emergency services, and monthly rates for infectious disease control cleaning. The contractor furnishes all labor, equipment, materials, and supplies. All employees require pre-employment drug testing and national criminal background checks prior to assignment. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and Automobile Liability of $1,000,000 per accident. Evaluation is pass/fail on completion and acceptability of vendor questions responses, Schedule A responses, and Schedule C pricing, with award to the responsive and responsible bidder with the lowest price. Answers to vendor questions will be posted by August 13, 2026. Mark Morrison is the Solicitation Manager and Contract Administrator. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats.
