This is a Service Specifications Schedule C Location Specification Sheet for janitorial services at the Michigan Department of Transportation (MDOT) New Buffalo Welcome Center/Rest Area, located at Mile Marker 1 Eastbound I-94 in Berrien County, Michigan, under the Southwest Regional Service Area. The contract encompasses janitorial services for a 13,000 square-foot facility serving approximately 1.1 million annual visitors, including three men's restrooms, three women's restrooms, one staff restroom, and associated administrative and storage areas. Services are provided on a seasonal basis with staffing from 10:00 a.m. to 6:30 p.m. on Sunday, Monday, Thursday, Friday, and Saturday during both summer and winter months, with no work scheduled Tuesday and Wednesday. The contract has a three-year base term commencing November 1, 2026, and concluding October 31, 2029, with two one-year renewal options available. Basic janitorial services include daily tasks performed five days per week (260 days annually), weekly tasks, bi-weekly tasks, and seasonal tasks such as snow removal during winter months and litter management during growing season. Periodic janitorial services performed three times annually include restroom floor scrubbing, lobby cleaning, storage shelf sanitization, window washing, and attic maintenance.

Bidders must provide pricing quotations on a per-day basis for basic janitorial services and per-service basis for periodic janitorial services, with separate hourly rates for emergency services and monthly rates for infectious disease control cleaning. Bidders must also provide the hourly wage rate for attendants, which will be evaluated based on the contractor's ability to obtain and retain reliable, professional staff. The procurement is administered by the Coloma Business Office, with Mark Morrison serving as Contract Administrator (MorrisonM@michigan.gov, 517-275-1834) and Michael Bippley as Program Manager (bippleym@michigan.gov, 269-207-2269).
