About this opportunity

The Town of Farragut is seeking bids for trail improvements at Mayor Bob Leonard Park (MBLP), a 51-acre site located on Watt Road in Knox County, Tennessee. Funded by the Tennessee Department of Environment and Conservation's Local Parks & Recreation Fund (LPRF), this Invitation to Bid (ITB #2025-16) requires a contractor to provide comprehensive trail enhancement services, including all labor, materials, equipment, and necessary resources to complete the project. The project scope involves improving Trails A, B, and C, with specific requirements to adhere to 2010 ADA Standards for Accessible Design and the U.S. Access Board's Outdoor Developed Areas Standards. A non-mandatory pre-bid meeting was held on March 20, 2025, at 11:00 AM on-site, with bid submissions due on April 10, 2025, at 1:00 PM. Bidders must submit one original and four bound paper proposals, along with an electronic USB copy, to the Farragut Community Center. The project has a strict completion deadline of July 29, 2025, with liquidated damages of $500 per calendar day for late completion.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to submit a 5% bid bond or cashier's check and will need to provide 100% performance and payment bonds if awarded the contract. The anticipated contract award date is April 24, 2025, with work to commence upon receiving a written Notice to Proceed. While specific budget ranges are not detailed in the documents, the project involves trail construction including asphalt trail surfaces, concrete landings, and comprehensive erosion and sediment control measures. Contractors will be responsible for worker facilities, safety measures, and compliance with local noise ordinances. The project requires meticulous attention to accessibility standards, with specific technical requirements for trail surfaces, clear tread width, passing spaces, slopes, and other accessibility features to ensure the park trails are fully compliant with federal accessibility guidelines.
