About this opportunity
The Atlanta Independent School System is seeking a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for building additions and site improvements at Maynard Jackson High School located at 801 Glenwood Ave., SE, Atlanta, GA 30316. This is a formal solicitation requiring sealed proposals submitted online through the Bonfire portal (https://aps.bonfirehub.com/opportunities/231226) by 11:00 a.m. ET on May 14, 2026, with no alternative submission methods accepted. The project scope includes a 300-seat classroom addition (either three-story adjacent or rooftop configuration), additions to the cafeteria and media center, a one-story fieldhouse addition, and associated site improvements, with an estimated total project cost limitation of $45,000,000 and substantial completion anticipated by July 1, 2028. Preconstruction services are structured as a lump sum contract totaling $30,000 ($7,500 per task) with four deliverables: Schematic Design due June 5, 2026; Design Development due June 15, 2026; 100% Construction Documents due July 10, 2026; and Bidding/GMP, Submittal/GMP, and Negotiations/Award due August 10, 2026, with construction phase fees to be negotiated as either a percentage of general conditions or a percentage fee. The contractor must hold a General Contractor's license (Qualifying Agent, NOT Limited Tier) and provide three customer references for similar K-12 construction projects. A mandatory pre-proposal conference is scheduled for April 22, 2026, at 1:00 p.m. ET with site visit at 1:30 p.m., and the written question deadline is April 29, 2026, at 2:00 p.m. ET, with responses posted by May 5, 2026. Proposals will be evaluated in two phases: Phase I assesses qualifications and experience (35 points), methodology and MWBE subcontractor outreach planning (45 points), and fees (20 points) on a 100-point scale, with qualified proposals advancing to Phase II for presentations and interviews.
Respondents must comply with minority-owned, women-owned, and small business enterprise (MWBE) outreach and utilization requirements, and all contractors must verify compliance with Georgia House Bill 87 E-Verify requirements and complete background checks with fingerprinting fees of $45. The solicitation does not identify an incumbent contractor. Contractors must utilize the Owner's project management software system and comply with APS Design Guidelines and Standard Specifications. The selected contractor must provide performance and payment bonds equal to 100% of the GMP amount within five days of award notification and maintain comprehensive insurance coverage including commercial general liability with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate. Local preference may apply for companies registered in Clayton, Cobb, DeKalb, Fulton, or Gwinnett counties or specified cities within the five-county metro area for at least 12 months. Board approval and award of the initial preconstruction services contract is anticipated for June 1, 2026, with early release GMP due November 20, 2026, and final GMP due February 26, 2027. Liquidated damages are assessed at $2,000 per day for delays beyond substantial completion, and all work must comply with Davis-Bacon prevailing wage requirements if federally funded.
