About this opportunity
Charles County, Maryland's Board of Commissioners is soliciting sealed bids under ITB 27-016 to construct, develop, and test a new Mattawoman-Beantown Well House, demolish the existing well house, and abandon the existing well, with a non-mandatory pre-bid teleconference on November 10, 2026. The solicitation sets a Minority and Women-Owned Business Enterprise (MWBE) subcontractor goal of 36.46%, and bidders must submit completed MWBE Compliance Plan or Good Faith Effort forms or risk rejection as non-responsive.
Bidders must show at least five years of active engagement in the field and no fewer than three completed projects of equal or greater magnitude within the past ten years. Scope includes a well house greater than 700 square feet, well pump installation greater than 75 horsepower, and road and sidewalk construction conforming to Maryland Department of Transportation standards. Work proceeds under detailed technical specifications and drawings and under permits from the Maryland Department of the Environment and Charles County Department of Public Works, which require workers' compensation coverage for all contractors and subcontractors and as-built drawings within 60 days of completion. Site work is at 12599 Mattawoman Drive, Waldorf, Maryland 20601.
The project term is 540 consecutive calendar days from the Notice to Proceed to substantial completion. Because the County is financing the project and the contract exceeds $500,000, prevailing wage requirements apply, with wage rates effective on the Notice to Proceed date. Bidders must post a 5% bid bond from a Maryland-licensed surety, and performance and payment bonds totaling 100% of the contract price are mandatory at execution. Bids remain valid and irrevocable for 120 days from the due date, and each bidder may submit only one bid. Consultants from GHD, Inc., who helped develop the ITB, are barred from bidding or assisting bidders.
Award goes to the lowest responsive, responsible bidder based on the sum of base bid items plus contingency items, contingent on completion of a seven-day protest period.
The timeline runs as follows: a site visit at 10:00 a.m. on November 12, 2026, questions due by 8:00 a.m. on November 17, 2026, and a virtual bid opening at 11:00 a.m. on December 2, 2026, with electronic submissions through the County's eProcurement Portal.
