About this file
This is a sample contract template utilized by the Charles County Commissioners in Maryland for construction and service projects awarded through competitive solicitation processes (RFQ/ITB/RFP). The contract establishes the legal framework governing the relationship between the County and the selected contractor for the Mattawoman-Beantown Well House Improvements project (UN#1301), which includes construction and development of a new well house, testing of the new facility, demolition of the existing well house, and abandonment of the existing well. The contract specifies that the contractor must commence work within a timeframe to be established by written Notice to Proceed issued by the County and must complete all project activities within a specified number of consecutive calendar days thereafter, with the exact duration to be determined and inserted into the final contract document.
The contract value and specific project costs are to be established based on the contractor's submitted quote, bid, or proposal and are payable in accordance with terms outlined in the General and Special Provisions. The template requires execution under seal by authorized representatives of both parties, including County Commissioners or the County Administrator, with legal review and approval by the County Attorney. The contract obligates both parties to comply with all conditions, covenants, stipulations, terms, and provisions contained in the accompanying General and Special Provisions documents, which are incorporated by reference as binding contract requirements.
