About this file
This file contains permits and regulatory approvals for the Mattawoman-Beantown Well House construction project in Charles County, Maryland, coordinated by the Maryland Department of the Environment, Charles County Department of Public Works, and the Maryland Department of Transportation State Highway Administration. The project involves constructing a new well building with appurtenances at 12599 Mattawoman Drive, demolishing the existing well house, and abandoning the existing well. The Water and Sewerage Construction Permit (No. 23-12:16-1145) was issued on July 17, 2025, with an expiration date of July 17, 2028, and authorizes construction in accordance with approved plans (Drawing Sheets 1-42) and specifications dated November 16, 2023. The State Water Appropriation and Use Permit (CH1970G009(16)) became effective March 15, 2024, and expires February 29, 2036, authorizing withdrawal of up to 3.4 million gallons daily on a yearly average and 4.4 million gallons during the month of maximum use from ten wells in the Magothy aquifer to supply the Waldorf community water system.
The project received Concept Stormwater Management Plan approval (PGM# CSWM-230015) on November 6, 2023, Site Stormwater Management Plan approval (PGM# SSWM-240012) on August 21, 2024, and Development Services Permit approval (PGM# RDSP-260007) on June 17, 2026. The Maryland Department of Transportation State Highway Administration issued Utility Permit SHA-5-CH-0417-26-DO on July 13, 2026, valid through July 13, 2027, for work on Mattawoman Drive at MD 5 involving a micro-bioretention facility treating impervious areas of the well house development and reducing existing discharge from the site onto MD 5K. Project conditions require as-built drawings submission within 60 days of construction completion, workers' compensation insurance for all contractors and subcontractors, semi-annual water withdrawal reporting, annual water audits, annual water loss reduction plans if losses exceed ten percent, and compliance with sediment and erosion control standards. The permit conditions also mandate Department approval before the project may be placed into service and require notification of the project engineer prior to construction commencement.

SOIL CONSERVATION DISTRICT REVIEW COMMENTS: Luis Dieguez 301-638-3028
The plans submitted on October 25, 2023, for the Revised Concept Design Phase of the Environment Site Design process have been reviewed. The Charles Soil Conservation District offers no additional comments to be considered prior to submitting plans for the Site Development review phase. Previous comments still apply and are shown below for reference.
The developer is responsible for the acquisition of all easements, rights, and/or right of way that may be required for the sediment and erosion control practices, storm water management practices and the discharge of storm water onto or across adjacent or downstream properties included in this plan. He or she is also responsible for the acquisition of all easements, rights and/or rights of way that may be required for grading and/or work on adjacent properties included in this plan.
A sediment and erosion control plan must be submitted for the Site Design Phase, showing how it overlays and interacts with the SWM plan. Realistic limits of disturbance, including adequate stockpile and staging area, should be included. The formal sediment and erosion plan review and approval will be carried out at the time of the Final Design Phase submittal and must be submitted directly to the Charles Soil Conservation District under separate cover.
The plan shows areas consisting of highly erodible soils and/or steep slopes which may be disturbed. Future sediment and erosion control plans must address the limitations of these soil types. Any runoff discharge from the developed site must not be directed onto highly erodible soils and/or steep slopes. It is recommended that the discharge from temporary and permanent outfalls be conveyed and discharged onto flatter slopes and/or a stable outlet. An outfall analysis with computations demonstrating non erosive rates must also be submitted.
Approval for the Concept Design plan submitted on October 25, 2023, is hereby granted by the Charles Soil Conservation District.
A final review fee in the amount of $2,344.16 ($2,134.00 Concept SWM review, $120.00 SCD review, and $90.16 Technology Fee) is required.
The final review fee in the amount of $2,344.16 will be charged to DPW-Utilities account.
Please provide electronic copies of the revised approved plan (in “PDF” format), SWM report (“PDF” format) and any other documents on one (1) compact disc within two (2) weeks of the date of this letter and/or prior to the submission of the Site SWM Plan.
Please note that according to the Stormwater Management Ordinance and the established PGM procedures (PGM Public Policy & Procedure Notice# 10-19) you may now proceed to the next step in the SWM plan review process. The procedures for submission of the Site SWM Plan are those established in the current Plan Preparation Package (Appendix 14) and PGM Public Policy & Procedure Notice# 17-1. A. General:
1. Reminder: It appears that the proposed stormwater management (SWM) facilities will discharge to facilities owned and maintained by SHA. Please be advised that SHA must approve discharges to their facilities prior to issuance of the Step 3 Development Services Permit.

B. Plans:
1. General: Include the DLLR Professional Certification adjacent to the seal on the plans.
2. It is unclear why the plan and report both show that a 5-minute Tc was used in the computations, when the pre/post drainage area maps show Tc paths with several segments (note that the post development Tc shows sheet flow in a swale which is incorrect). Please be reminded that if a 5-minute Tc is assumed (minimum for SCS method is 0.1 hr.) the assumption must be reasonable and justifiable. Please review to ensure that Tc’s reflect the longest hydrologic path and reconcile when the design is finalized in Step 3
3. .
C. Report:
1. There does not appear to be structure data included in the post-development Civil Storm hydraulic model - please include.
2. Please add-hyd the different points of study rather than summing the peak flows.
3. Hydraulic Model: Include the land-use calculations for review.
4. Hydraulic Model: Include the Tc calculations (also see comment B.2).

SOIL CONSERVATION DISTRICT REVIEW COMMENTS: Luis Dieguez 301-638-3028
The plans submitted on August 5, 2024, for the 2nd Revised Site Design Phase of the Environment Site Design process have been reviewed. The Charles Soil Conservation District offers no additional comments to be considered when submitting plans for the Final Engineering review phase. Previous comments still apply and are shown below for reference.
• For the Final Development erosion and sediment control plan submittal, designate which SWM facilities are designed with an infiltration/recharge component and which SWM facilities are not.
The footprint of future SWM facilities with an infiltration/recharge component must be protected from sediment-laden runoff and construction traffic prior to, during, and after excavation of the BMP. SWM facilities that do not have an infiltration/recharge component must be protected from sediment-laden runoff and construction traffic after the filtering media is installed. Silt fence and filtering cloth are not acceptable controls for the purpose of preventing sediment-laden water from entering SWM facility locations during construction. Consider diversion fence or other conveyance practices to bypass water around the SWM facility during construction.
This is a new comment in response to updated clarification guidance from MDE regarding the protection of future SWM facilities during the E&S phase. Please find the updated guidance on MDE’s website:
https://mde.maryland.gov/programs/water/stormwatermanagementprogram/pages/erosionsedim entcontrol.aspx
The Final erosion and sediment control plan should clearly address protection of future SWM facilities per this guidance document and the comment below.
• The proposed sediment and erosion control plan should be developed and must include all standard requirements as found in the Charles Soil Conservation District Erosion and Sediment Control Plan Review Checklist. All proposed sediment controls must meet the latest Maryland mailto:palmerk@charlescountymd.gov mailto:reddenk@charlescountymd.gov https://mde.maryland.gov/programs/water/stormwatermanagementprogram/pages/erosionsedimentcontrol.aspx https://mde.maryland.gov/programs/water/stormwatermanagementprogram/pages/erosionsedimentcontrol.aspx

Department of the Environment, Standards and Specifications for Soil Erosion and Sediment Control. The formal sediment and erosion plan review and approval will be carried out at the time of the Final Design Phase submittal and must be submitted directly to the Charles Soil Conservation District under separate cover.
• The developer is responsible for the acquisition of all easements, rights, and/or right of way that may be required for the sediment and erosion control practices, storm water management practices and the discharge of storm water onto or across adjacent or downstream properties included in this plan. He or she is also responsible for the acquisition of all easements, rights and/or rights of way that may be required for grading and/or work on adjacent properties included in this plan.
• The plan shows areas consisting of highly erodible soils and/or steep slopes which may be disturbed.
Approval for the 2nd Revised Site Design plan submitted on August 5, 2024, is hereby granted by the Charles Soil Conservation District.
A final review fee in the amount of $3,344.25 ($2,996.00 Concept SWM review, $189.00 SCD review, and $159.25 Technology Fee) is required.
Therefore, a $3,344.25 check made payable to the Charles County Commissioners is required to be paid within thirty (30) days of this letter. NOTE: When making a payment the invoice must be provided.
Please submit one (1) compact disc (CD) of plans in “PDF” format. All reports, studies, forms, and specifications shall be provided in “pdf” format and shall be separate files on the disc. All plans and reports shall be labeled as Site SWM and contain the above referenced PGM# SSWM-240012.
This needs to be submitted within thirty (30) days of the date of this letter.
Please note that according to established Planning & Growth Management procedures (Green Notice# 10-19) you may proceed to the next step of the swm plan review process. The Final Stormwater Management Plans may be submitted to Codes, Permits & Inspection Services Division by applying for a Development Services Permit (DSP) according to standard plan submission procedures.
Also, please provide a copy of this letter with a written response, if necessary, when you submit the Development Services Permit Plans (step 3).
