About this opportunity

Seminole County is seeking qualified consultants to provide National Pollutant Discharge Elimination System (NPDES) services through a Master Services Agreement. The procurement involves professional services to support NPDES compliance, including facility and natural waterbody inspections, monitoring, and assessment. Key deliverables encompass facilities inventory/mapping, stormwater management program support, surface water management system retrofits, NPDES annual report preparation, Total Maximum Daily Load (TMDL) and Basin Management Action Plan (BMAP) support, training, monitoring services, and watershed assessments. The evaluation process will utilize a points-based scoring system with five primary criteria: qualifications of proposed team (40 points), project understanding/approach (20 points), similar work experience (25 points), innovative/cost savings ideas (10 points), and firm location (5 points). The solicitation was released on January 25, 2023, with a question submission deadline of February 20, 2023, and a proposal submission deadline of March 1, 2023, at 2:00 pm. The contract will be a three-year agreement with options to renew for two additional one-year periods.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, but does provide location-based scoring preferences for regional firms. Proposers located within Brevard, Lake, Orange, Osceola, Seminole, or Volusia counties will receive additional points, with further points awarded to Florida-based firms. While a specific budget range is not explicitly stated, the contract will operate through individual Work Orders with compensation structured on either a Fixed Fee or Time Basis Method. The county reserves the right to assess proposers' current financial statements, compliance capabilities, and past performance before making an award. Consultants must maintain specific insurance coverages, including Workers' Compensation, Commercial General Liability, Professional Liability, and Business Auto Policy, with specified minimum coverage amounts. The contract also includes federal compliance requirements, particularly related to potential FEMA funding, which mandates adherence to various federal regulations and standards.
