About this opportunity

The City of Orlando is seeking Qualifications Statements for a Master Planning project for Harry P. Leu Gardens, a 50-acre public garden and cultural destination. The procurement is specifically for professional Landscape Architectural Services, with respondents required to be registered in the State of Florida under Section 481.319 of the Florida Statutes. The primary objective is to develop a comprehensive master site plan that can be implemented incrementally, focusing on enhancing the gardens' sustainability, visitor experience, and community impact. Deliverables will include schematic and design plans covering new garden features, infrastructure improvements, visitor engagement elements, and ADA compliance considerations. Key project requirements include stakeholder engagement through surveys, community forums, and workshops, as well as detailed cost estimates and implementation timelines. The solicitation includes a non-mandatory pre-proposal meeting and optional site tour scheduled for February 12, 2024, at 10:00 AM, with proposal submissions due on March 14, 2024, at 2:00 PM. Evaluation will be points-based, considering factors such as experience, personnel qualifications, past performance, and proximity to Orlando.

The procurement includes specific set-aside designations and enterprise participation goals, with requirements for 18% Minority Business Enterprises (MBE) and 6% Women-Owned Business Enterprises (WBE). Respondents must be certified by the City of Orlando and have their principal place of business in the Orlando Metropolitan Statistical Area. There are additional compliance requirements, including a certification process verifying that companies are not on scrutinized companies lists related to boycotts of specific countries. The project is fully supported by the City of Orlando's general fund, public and private contributions, and earned income, with an annual budget of approximately $4,000,000. The city plans to short-list a minimum of three respondents for interviews and presentations, with the ultimate goal of selecting a consultant to create a visionary master plan for Harry P. Leu Gardens. Vendors must register in the OpenGov system at no cost and are responsible for checking for updates and addenda throughout the procurement process. The city reserves the right to immediately terminate any contract if a company provides false certifications or is found to be on prohibited companies lists.
