About this file
This is a Request for Qualification Statements (RQS) issued by the City of Orlando for Master Planning services for Harry P. Leu Gardens, a 50-acre public garden and cultural destination. The solicitation seeks qualified landscape architectural consultants registered in Florida to develop a comprehensive master site plan that can be implemented incrementally. The project aims to create a visionary plan that enhances the gardens' sustainability, visitor experience, and community impact. Proposals are due on March 7, 2024, at 2:00 PM local time, with a non-mandatory pre-proposal meeting and optional site tour scheduled for February 12, 2024, at 10:00 AM. The city will short-list a minimum of three respondents for interviews and presentations.
The master planning project has a budget of approximately $4,000,000 annually and is fully supported by the City of Orlando's general fund, public and private contributions, and earned income. The selected consultant will be responsible for developing schematic and design plans, including new garden features, infrastructure improvements, visitor engagement elements, and ADA compliance considerations. The city expects the consultant to engage stakeholders through surveys, community forums, and workshops, and to provide detailed cost estimates and implementation timelines. The evaluation will be points-based, considering factors such as experience, personnel qualifications, MBE/WBE/VBE participation, past performance, and proximity to Orlando.

4. SCOPE OF SERVICES
A. PURPOSE
The City of Orlando (City) is seeking Qualifications Statements for the City’s Master Planning for Harry P. Leu Gardens Project (“Project”) from interested Consultants registered in the State of Florida to provide professional Landscape Architectural Services (pursuant to Section 481.319 of the Florida Statutes). Respondents which are business organizations must be filed with and registered in the State of Florida to provide Landscape Architectural Services (pursuant to Section 481.319 of the Florida Statutes) as of the due date for submission of Qualification Statements. The purpose of this solicitation is to select a Consultant to facilitate and develop a new phased master site plan for Harry P. Leu Gardens 50-acre public garden and campus.
B. BACKGROUND
Since 1961, Harry P. Leu Gardens (“Gardens”) has been devoted to inspiring people's love of nature and plants, preserving our historic landscape, and sharing outdoor experiences with the public. Originally donated to the City of Orlando by the Leu Family, the Gardens is a botanical oasis for daily visitors featuring 50-acres of gardens and historical sites which is owned and operated by the City of Orlando.
As a 62-year-old, established public garden and cultural destination, Harry P. Leu Gardens is a recognizable element of the community fabric and seeks to create a new vision for the future sustainability of the Gardens. The focus of the Gardens has been to protect the historic landscape and raise awareness of plant and nature connections to people, to serve the community as a place of respite and relaxation, provide educational programs and events for the public, and create an inclusive experience for all who visit.
Today, we aim to continue to bring plant and nature experiences forward and to increase our impact and value to audiences by becoming a more vibrant and engaging attraction in the greater Central Florida area.
Goals of the master plan are to:
• Create an inspired, vibrant, engaging, and universally designed visionary plan that embraces the strengths of the Gardens.
• Enable the Gardens growth through financial sustainability and capital investment.
• Unify our external champions and internal team through a shared vision for the
Gardens.
• Forge greater connections with the public through environmental and cultural interpretation, events, and programs for all people.
• Enhance the visitor experience while preserving our landscape and heritage.
The Gardens acknowledges the land it resides on originally belonged to indigenous peoples of the Seminole Tribe of Florida, and its current day linage began in 1858 when it was purchased by the Mizell family. Throughout the years, the Historic Leu House
Museum and grounds developed as a homestead for four different families, finally coming into ownership by Harry P. and Mary Jane Leu in 1936. Harry P. and Mary Jane Leu traveled the world collecting plants and flowers for their grounds and gardens, establishing one of the largest collections of camellias in the Southeastern United States.
In 1961, Harry P. Leu donated the entirety of the grounds and home to the City of Orlando, thus establishing what is Harry P. Leu Gardens today.
The Gardens campus consists of dozens of Southeastern horticultural collections and botanical displays, the Historic Leu House Museum, the Welcome Center, a 22,000 square foot event venue and main entrance hall, and a handful of operational and program support buildings. The Welcome Center was built in 1995 and the Historic Leu House Museum, originally built in 1888 is listed on the National Register of Historic Places. Since the Gardens opened in 1961 as a horticultural showcase of Mr. & Mrs.
Leu’s world-wide plant collection, it has evolved into a resource center for horticultural education for all ages, hosting outdoor exhibits, large music and festival events including a long-running plant sale, and has become a premier wedding and private event destination in Central Florida. Coming in early 2024 will be a new Foxtail Marketplace Café and Gift Shop. For the past 62 years, the Gardens has steadily increased its programs and services for residents and visitors from around the world, hosting more than 10 million visitors to date. Annually, the Gardens averages 260,000 visitors.
Harry P. Leu Gardens has been owned and operated by the City of Orlando since 1961 as a successful public garden and separate entity. The Gardens has an annual segregated and itemized budget of its own of approximately $4,000,000. It is fully supported financially by the City of Orlando general fund, public and private contributions and grants, along with earned income from admissions, wedding and venue rentals, memberships, programs, and events. The Gardens is a fiscally stable organization with a balanced budget and zero debt.
Governance and policies are set by a public board of directors through the City of Orlando.
The Gardens is under the administrative oversight of the executive director, within the Orlando Venues department of the City of Orlando. This position oversees a team of fifty
(50) staff members and 80 volunteers. The Friends of Harry P. Leu Gardens is a separate non-profit 501(c)3 organization whose mission it is to raise funds and awareness to support programs and services offered by Harry P. Leu Gardens to the public.
Today, the Gardens are working hard with the generous support from the City of Orlando to re-envision the Gardens as a vibrant cultural destination for nature discovery. Over the past years, the Gardens has hosted major outdoor exhibits including Dinosaurs, Big Bugs, Nature Connects, Dragons, and Fairy Doors among others. In the past three years, the Gardens has hosted a creative light showcase in the evenings during the winter holidays, which has drawn an average of 50,000 people per year. The Gardens also hosts educational and group tours, approximately 250 classes and 11 weeks of summer camps for hundreds of K-8th grade youth each year. In 2023, the Gardens hosted almost 400 weddings and event rentals, and has a current total of 7,100 membership households.
Guests may picnic in the Gardens and relax on the patio outside the Welcome Center.
Individuals and students older than 16 years of age are welcome to participate in our volunteer program who actively work in the Gardens, on special events, and giving tours in the Historic Leu House Museum. Coming in early 2024 will be a new Foxtail Marketplace Café and Gift Shop. Visitor offerings include a self-guided tour of the following horticulture collections and plant displays:
(i) Arid Garden
This area displays a wide variety of plants that are drought tolerant. Many come from areas that are seasonally dry or from desert regions. Some types of plants found here include acacias, agaves, aloes, bromeliads, cacti, flowering trees, palms, succulents, and yuccas.
(ii) Aroid Collection
Most aroids at the Gardens can be found in the Tropical Garden. Some of the plants include Aglaonema, Amorphophallus, Anthurium, Alocasia, Caladium, Colocasia, Dieffenbachia, Monstera, Philodendron, Spathiphyllum, Syngonium, Thaumatophyllum and Xanthosoma. Aroids are a large group of plants that belong to the Araceae Family.
(iii) Azalea Collection
Most of the approximately 30 different varieties and species of azaleas can be found in the North and South Woods. Azaleas begin flowering in late winter (Jan/Feb) and are at their peak usually towards the end of February into early March. These are evergreen shrubs that belong to the genus Rhododendron.
(iv) Bamboo Collection
Nearly 50 different species and varieties of this woody-stemmed grass are displayed. The plants range in species that grow only a few inches tall to giant timber bamboos that reach over 70 feet (21 m) tall and have canes over 5 inches (130 mm) in diameter.
(v) Banana Collection
There are many varieties of bananas that bear the familiar edible fruit, but there are other species that are grown for the colorful flowers or striking foliage. Some bananas have unique flavors including vanilla ice cream. Bananas belong to the Musaceae Family.
(vi) Bromeliad Collection
Many bromeliads have brilliant colored flower structures (inflorescences) while others have strikingly colored foliage. Some bromeliads are terrestrial (grow in the ground) while many others are epiphytic (grow on trees). Bromeliads can be found throughout the gardens. Bromeliads are a large diverse group of plants that belong to the Bromeliaceae Family.
(vii) Butterfly Garden
This garden contains a wide variety of annuals, perennials, shrubs, and trees that are attractive to butterflies and moths. Some of the plants are nectar plants; others are larval plants that caterpillars eat. Many of these plants also attract hummingbirds and night-flying moths.
(viii) Camellia Collection
The foundation of this collection is the varieties of Camellia japonica and Camellia sasanqua originally planted by Mr. Leu. Today, more than 1700 plants and 200+ cultivars are displayed throughout the gardens. This collection ranks among the largest in the United States and is one of the largest documented collections in the Southeast.
(ix) Conifer Collection
Conifers can be found throughout the gardens and include the Dawn Redwood and many different kinds of Pine, Cypress, Junipers, Podocarpus, and Araucarias. Conifers are a group of shrubs or trees that produce cones, although there are a few conifers that develop a fleshy, fruitlike structure.
(x) Crape Myrtle Collection
Crape Myrtles can be found throughout the gardens. They are among the most commonly seen summer-flowering shrubs and trees in Central Florida and belong to the genus Lagerstroemia. The long-lasting colorful flowers which vary from deep purple to red to white, with almost every shade in between, are born in summer and autumn in clusters of crinkled, crepe-like texture.
(xi) Cycad Collection
The Cycad collection displays over 60 species suitable for growing in Central Florida.
Cycads are primitive plants that have existed for nearly 200 million years. They were the dominant plant life in the Cretaceous Period when dinosaurs ruled the Earth. They are palm-like in appearance but have no relation to palms.
(xii) Fern Collection
Most are low growing plants, although some are tree-like and can grow over 10 feet (3.0
m) tall. Most ferns prefer a shaded location and can be found throughout the gardens.
Ferns are ancient plants that reproduce by spores.

(xix) Native Garden
This area stretches from the lower Tropical Gardens to the waterfront, and along the waterfront pathways heading north. It contains plants native to Florida (north, central and south). This area contains south Florida native plants to transition from the tropical area.
A natural spring produces wetland areas from our hillside creating the perfect conditions for natural wetland species growth. Further along, dryer areas include Florida native trees, shrubs, palms, perennials and wildflowers.
(xx) Ornamental Grass Collection
Ornamental grasses are one of the most versatile groups of plants in the garden landscape. They can be used as accent plants, ground covers, screens, border edgings, or as companions with a wide range of other plants.
(xxi) Ornamental Tree Collection
The Ornamental Tree Collection is found throughout the gardens and consists of trees that don’t produce showy flowers but still make ornamental specimens for landscapes.
Many of these make good shade trees while others are good for street plantings or smaller specimens. An assortment of oaks, maples and Ficus are included in this collection.
(xxii) Palm Collection
This collection contains nearly 400 species of cold hardy and semi-tender palms suited for the Central Florida climate. This collection ranks among the most extensive collections in the United States.

(xxiv) Rose Garden
First planting roses by the waterfront, Mary Jane Leu then developed the current area in 1944, where the Rose Garden is today. Colorful and fragrant varieties that are well suited for Central Florida growing conditions are displayed.
(xxv) Tropical Garden
This garden creates the atmosphere of a tropical rainforest with a gurgling stream that winds its way into Lake Rowena. Many tropical and subtropical plants suitable for Central Florida are displayed here including aroids, bananas, bird-of-paradise, traveler’s tree, bromeliads, calatheas, tropical conifers, crotons, gingers, heliconias, palms, ti plants, ferns, tree ferns, flowering trees, banyan tree, vines, and others.
